Abstract

Sebagai upaya untuk pengentasan kemiskinan serta penanggulangan masalah gelandangan dan pengemis, Kementerian Sosial RI mengembangkan model terpadu Desaku Menanti. Program ini merupakan program rehabilitasi yang diselenggarakan di beberapa kota, salah satunya Kota Malang. Setelah program tersebut dilaksanakan, untuk merangsang jiwa wirausaha para warga binaannya, diberikanlah fasilitas wisata yang kemudian diberi nama Kampung Wisata Topeng. Akan tetapi setelah berjalan beberapa tahun terlebih lagi di masa pandemi, kampung tersebut sudah tidak beroperasi lagi. Maka dari itu perlu untuk ditinjau mengenai peran berbagai aktor dalam pembangunan maupun pengelolaan Kampung Wisata Topeng, serta tantangan atau masalah apa yang dihadapi kampung wisata, dan pengaruh pemimpin dalam pengelolaan kampung wisata. Tujuan dari penelitian ini adalah untuk mendeskripsikan peran-peran dari berbagai pihak seperti pemerintah, swasta, aktor masyarakat dalam pembangunan maupun pengelolaan Kampung Wisata Topeng. Selain itu juga mendeskripsikan tantangan atau masalah apa yang dihadapi oleh kampung wisata tersebut yang kemudian akan dianalisis untuk penyelesaian permasalahannya. Serta mendeskripsikan pengaruh pemimpin dalam pengelolaan kampung wisata. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data yang dilakukan yaitu wawancara, observasi, dan dokumentasi. Metode analisis data menggunakan metode John. W. Creswell. Hasil dari penelitian ini menjelaskan bahwa terdapat peran serta dari berbagai aktor yang turut berkontribusi dalam pembentukan maupun pengelolaan kampung wisata. Selain itu juga ditemukan berbagai masalah atau tantangan yang dihadapi kampung wisata, baik sebelum pandemi maupun setelah adanya pandemi covid-19. Adanya masalah atau tantangan tersebut yang mengakibatkan kampung wisata tidak beroperasi lagi di masa pandemi seperti sebelumnya. Selain itu juga ditemukan pengaruh pemimpin dalam pengelolaan kampung wisata secara berkelanjutan. Kesimpulan dari penelitian ini menunjukkan bahwa dalam pengelolaan kampung wisata serta dalam mengatasi berbagai masalah yang ada tentunya diperlukan kontribusi dari berbagai pihak. Karena dalam mengatasi masalah-masalah tersebut, kampung wisata beserta yayasan yang menaunginya tidak bisa menyelesaikannya sendiri. English Abstract

As an effort to alleviate poverty and tackle the problem of homeless people and beggars, the Indonesian Ministry of Social Affairs has developed an integrated model of Desaku Menanti. This program is a rehabilitation program held in several cities, one of which is Malang City. After the program was implemented, to stimulate the entrepreneurial spirit of the fostered citizens, a tourist facility was provided which was later named the Mask Tourism Village. However, after several years, especially during the pandemic, the village is no longer operating. Therefore, it is necessary to review the role of various actors in the development and management of the Mask Tourism Village, as well as what challenges or problems faced by the tourist village, and the influence of leaders in the management of the tourist village. The purpose of this study is to describe the roles of various parties such as the government, private sector, community actors in the development and management of the Mask Tourism Village. In addition, it also describes the challenges or problems faced by the tourist village which will then be analyzed to solve the problem. And describe the influence of leaders in the management of tourist villages. This research uses descriptive research with a qualitative approach. The data collection carried out were interviews, observations, and documentation. The data analysis method used John's method. W. Creswell. The results of this study explain that there is a role for various actors who contribute to the formation and management of tourist villages. In addition, various problems or challenges faced by tourist villages were also found, both before the pandemic and after the COVID-19 pandemic. The existence of these problems or challenges has resulted in tourist villages not operating during the pandemic as before. In addition, the influence of leaders in managing tourism villages in a sustainable manner was also found. The conclusion of this study shows that in the management of tourist villages and in overcoming various existing problems, of course, contributions from various parties are needed. Because in overcoming these problems, the tourist village and the foundation that houses it cannot solve it themselves. Therefore, during a pandemic like this where the condition of the tourist village is no longer operating, contributions from various parties are needed.
