Abstract

Daerah Irigasi Bena mempunyai petak tersier sebanyak 68 petak dimana luas total baku sawah 3515 ha dengan panjang 23 km. Namun, Daerah Irigasi Bena mengalami peningkatan kekurangan dan kekeringan air di setiap tahunnya terutama pada saat musim kemarau. Hal ini menyebakan Bendung Bena yang harusnya mengairi sawah seluas 3515 Ha hanya mampu mengairi sawah fungsional seluas 2470 Ha. Oleh karena itu, perlu adanya simulasi pemberian air irigasi untuk mengatasi kekurangan air yang terjadi di Daerah Irigasi Bena. Salah satu cara untuk mensimulasi penyediaan air irigasi menggunakan metode indeks penggunaan air (IPA). Tujuan dari simulasi pemberian air dengan nilai indeks penggunaan air (IPA) agar memperoleh hasil dari menghemat air irigasi yang paling hemat sehingga dapat mengatasi kekurangan air yang terjadi. Berdasarkan hasil simulasi nilai IPA diperoleh hasil dengan coba-coba nilai IPA = 0,5 (kriteria baik) mempunyai nilai paling besar adalah 862,948 lt/detik (musim tanam II) , 239,067 (musim tanam I), dan 39,571 lt/dtk (musim tanam III).

English Abstract

East Nusa Tenggara Province is one of the provinces that still lacks water. This is because the province is categorized in a semi-arid region because rain only occurs from December to March. The government is trying to build irrigation areas on dry and wet land that have the potential to be developed into agricultural land that can meet the needs of the community so that it is expected to overcome the drought that occurred in East Nusa Tenggara. The Bena Irrigation Area is located in Amanuban Selatan Subdistrict, Timor Tengah Selatan Regency (TTS), NTT Province which experiences drought and water shortages every year. The increasing population development in the NTT region has triggered the need for food which is manifested in the need for water for agricultural irrigation. In the activity report of the Nusa Tenggara River Basin II (2013), it is stated that the province of NTT has an area of 348,557 hectares of rice fields. As for technical irrigation, it reaches an area of 98,095 Ha (Ministry of Public Works, 2014). The area of the technically irrigated rice fields, including the Bena Irrigation Area (D.I.) (BWS NT II, 2015). Bena utilizes water from the Noelmina River, with a maximum water intake plan of 7.0 m3/s to irrigate an area of 3,515 Ha. The main problem that greatly interferes with operational activities is the frequent shortage of water in the downstream areas, especially during the dry season. To anticipate this, it is necessary to simulate the provision of irrigation water by saving irrigation water supply. Based on the results of the calculation of irrigation water savings, it was found that for the largest irrigation water savings, IPA = 0.5 in planting season II was 862,948 lt/sec with IPA value = 0.5 which was included in the good category (based on the category of IPA 0 ,5 is in the good category). Meanwhile, for gift savings irrigation water with the same IPA value and efficiency in the first planting season obtained a discharge of 239,067 lt/s and the third planting season of 39,571 lt/s
