Abstract
Fenomena rendahnya keterpilihan perempuan dalam Pemilu Legislatif DPRD Tahun 2019 di Kota Probolinggo menunjukkan bahwa meskipun secara teoritis keterwakilan perempuan telah berhasil dipatuhi oleh partai politik, namun secara praktiknya, masih belum berhasil mempengaruhi keterpilihan perempuan dalam pemilu. Penelitian ini bertujuan untuk menganalisis eksistensi aspek normatif yang mempengaruhi keterpilihan perempuan dalam pemilu. Dalam analisisnya, peneliti menggunakan kacamata teori normative institutionalism yang memiliki empat indikator yakni peraturan, norma, pemahaman dan rutinitas. Dengan menggunakan metodologi penelitian kualitatif dan teknik pengumpulan data berupa wawancara dan dokumentasi, penelitian ini menunjukkan hasil bahwa indikator norma menjadi indikator yang paling besar mempengaruhi keterpilihan perempuan. Aspek normatif tersebut mencakup munculnya anggapan-anggapan bahwa ‘politik itu mahal’, corak pengambilan keputusan partai politik yang masih cenderung ekslusif, batasan watu kerja, black campaign juga praktik money politics.
English Abstract
-Low women's electability phenomenon in the Legislative Election (Regional House of Representative) 2019 in Probolinggo City shows that although theoretically women's representation has been successfully implemented by political parties, in practice, it has still not succeeded in influencing women's electability in the election. This study aims to analyze the existence of normative aspects that affect women's electability in elections. In the analysis, the researcher uses the normative institutionalism theory perspective which has four indicators, namely rules, norms, understanding and routine. By using qualitative research methodologies and data collection techniques in the form of interviews and documentation, this study shows the results that norm indicators are the most influencing indicators of women's electability. These normative aspects include the emergence of the notion that "politics is expensive", the style of decision making by political parties which still tends to be exclusive, work time limits, black campaigning and the practice of money politics.
