Abstract

PT INKA (Persero) merupakan perusahaan yang bergerak dalam bidang manufaktur kereta api di Indonesia. Permasalahan yang muncul adalah tidak ada penilaian menyeluruh antar supplier dari perusahaan yang mengakibatkan perusahaan memilih supplier yang terlambat dalam pengiriman produk. Oleh karena itu Analytic Hierarchy Process digunakan untuk menentukan bobot supplier berdasarkan kriteria dan sub kriteria. Kemudian, dengan menggunakan Goal Programming didapatkan kuantitas optimal setiap supplier. Adapun urutan bobot supplier berdasarkan perhitungan menggunakan AHP yaitu supplier 5 (0.229), supplier 1 (0.228), supplier 2 (0.169), supplier 4 (0.142), supplier 3 (0.139), dan supplier 6 (0.134). Berdasarkan perhitungan menggunakan Goal Programming, supplier 5 mendapatkan alokasi pemesanan paling banyak yaitu 231 set wheelset dan supplier 4 dan supplier 6 mendapat alokasi pemesanan paling kecil sebesar 100 set. Perusahaan dapat memenuhi kebutuhan wheelset sebesar 876 set dengan biaya Rp35.454.000.000 atau 6.6% lebih rendah dari kondisi existing perusahaan.

PT INKA continues to strive to improve the quality of PT INKA (Persero) products. There are many ways to improve quality, such as improving the quality of raw materials, efficiency of the production system, and others. One of the important things that companies can do is to choose the right supplier. One of the projects of PT INKA (Persero) is the 438 stainless steel train. In the train there is one critical component that is needed, namely the wheelset. PT INKA (Persero) cooperates with 6 suppliers from various other countries to fulfill wheelset needs. However, in practice, there is a problem in the procurement of wheelset components, namely there is a delay in the delivery of the wheelset from the supplier. This hampered the production process which resulted in PT INKA (Persero) having to pursue a predetermined completion time. In addition, there is still no comprehensive determination of supplier criteria and sub-criteria. The purpose of this study is to determine the supplier criteria and sub-criteria according to the company's needs on the 438 stainless steel train projects, determine the weight of each supplier using the Analytic Hierarchy Process method and based on consideration of the criteria, sub-criteria, and supplier weights to determine the optimal wheelset quantity that can be ordered for each supplier by using goal programming. The results showed that there were 5 criteria, namely quality, delivery, price, warranty and complaint service, and performance history. Furthermore, these criteria are further divided into 11 sub-criteria to get a more detailed assessment. Of the five criteria, quality is the criterion with the largest weight, which is 0.38 and performance history is the criterion with the smallest weight, which is 0.07. Of the 6 suppliers who have collaborated with PT INKA (Persero), the JRO supplier has the largest weight of 0.229, followed by JMV with a weight of 0.228, then LRSPA with a weight of 0.169, THYIR with a weight of 0.142, then MBMP with a weight of 0.139, and finally QCSI with a weight of weight 0.134. Based on calculations using Goal Programming with consideration of constraints such as minimum order, order capacity and wheelset requirements, JRO received the highest order allocation of 231 wheelsets and THYIR and QCSI received the smallest order allocation of 100 sets. By using Goal Programming, the company was able to meet the wheelset needs of 876 at a cost of 6.6% lower than the budgeted amount, from Rp38,000,000,000 only to Rp35,454,000,000.
