Abstract

"Pengoperasian Kereta Api Penataran pada masa adaptasi kebiasaan baru mengalami beberapa permasalahan, seperti masih adanya kebijakan pembatasan pergerakan orang dengan transportasi umum yang disebabkan oleh semakin tingginya jumlah kasus COVID-19 di Indonesia; anjuran jaga jarak yang mengakibatkan perubahan perilaku perjalanan dan pemilihan moda transportasi oleh sebagian masyarakat; ketakutan masyarakat terhadap penyebaran COVID-19 di transportasi umum yang berakibat menurunnya volume penumpang; standar pelayanan minimum yang masih menggunakan peraturan yang lama sebelum terjadinya pandemi; dan penambahan biaya operasional untuk menerapkan protokol kesehatan COVID-19. Tujuan dari penelitian ini adalah memberikan rekomendasi kebijakan untuk standar pelayanan minimum terkait protokol kesehatan COVID-19 dan penyesuaian tarif Kereta api Penataran pada masa adaptasi kebiasaan baru. Analisis statistik deskriptif digunakan untuk mendeskripsikan karakteristik perjalanan penumpang Kereta Api Penataran berdasarkan hasil kuesioner. Untuk menganalisis persepsi penumpang atas standar pelayanan minimum terkait protokol kesehatan COVID-19 digunakan metode kano. Output dari analisis Quality Function Deployment (QFD) adalah prioritas perbaikan pelayanan di Kereta Api Penataran berdasarkan hasil wawancara dengan pihak PT Kereta Api Indonesia. Nilai Ability To Pay (ATP), Willingness To Pay (WTP), tarif resmi, dan tarif lapangan digunakan untuk mengevaluasi tarif Kereta Api Penataran pada masa adaptasi kebiasaan baru. Hasil penelitian yang diperoleh adalah menggunakan masker, menjaga jarak dan menggunakan jaket atau pakaian lengan panjang menjadi persyaratan yang paling banyak dipilih. Kapasitas maksimum 50% dari tempat duduk direkomendasikan oleh sebagian besar responden. Standar pelayanan minimum terkait protokol kesehatan COVID-19 yang direkomendasikan antara lain (1) penyediaan hand sanitizer, (2) pembersihan kereta dengan disinfektan, (3) pengecekan suhu tubuh dan kesehatan penumpang, (4) petugas menggunakan alat pelindung diri sesuai protokol kesehatan COVID-19, (5) informasi protokol pencegahan penyebaran COVID-19 secara audio, (6) ruang isolasi sementara di kereta, (7) pengecekan penerapan protokol kesehatan penumpang, (8) pembatasan kapasitas tempat duduk, (9) fasilitas jaga jarak berupa tanda-tanda di lantai, dan (10) informasi protokol pencegahan penyebaran COVID-19 secara visual. Tarif resmi sebesar Rp 15.000 atau Rp 87,82 per kilometer dan tarif sesuai BOKA sebesar Rp 88.294 atau Rp 516, 96 per kilometer. Nilai ATP yang didapatkan sebesar Rp 196,01 per kilometer dan nilai WTP 1 tanpa harapan penumpang sebesar Rp 143,18 per kilometer. Sedangkan WTP 2 harapan penumpang sesuai penerapan pelayanan saat ini sebesar Rp 196,13 per kilometer dan WTP 3 harapan penumpang sesuai pelayanan ideal sebesar Rp 203,52 per kilometer. Karena PT KAI telah melakukan perbaikan tingkat pelayanan maka tarif yang direkomendasikan hingga batas nilai ATP, yaitu sebesar Rp 196,01 per kilometer atau Rp 33.478 (dibulatkan Rp 33.000) per satu lintasan perjalanan. Besaran subsidi yang ditanggung oleh pemerintah sebesar Rp 55.294 per orang dalam satu lintasan perjalanan. Kata kunci: Kereta Api Penataran, Standar Pelayanan Minimum, Tarif, COVID-19 "

English Abstract

The operation of Penataran Train during the new adaptation period experienced several problems, such as there are still policies restricting the movement of people using public transportation due to increasing number of COVID-19 cases in Indonesia; recommendation to keep a distance that results in changes in travel behavior and choice of transportation modes by some people; people are afraid of the spread of COVID-19 on public transportation that results in a decrease in passenger volume; minimum service standards still use old regulations before the pandemic; and additional operational costs for implementing the COVID-19 health protocol. The purpose of this study is to provide policy recommendations for minimum service standards related to the COVID-19 health protocol and adjustment of the Penataran Train fare during the new adaptation period. Descriptive statistical analysis is used to describe the travel characteristics of the Penataran Train passengers based on the results of the questionnaire. To analyze passenger perceptions of minimum service standards related to the COVID-19 health protocol, the Kano model is used. The output of the Quality Function Deployment (QFD) analysis is the priority of service improvement at Penataran Train based on results of interviews with the Indonesian Railways Company. Ability To Pay (ATP), Willingness To Pay (WTP), standard tariff, and original tariff are used to evaluate the Penataran Train fares during the new adaptation period. The results of the research are obtained using a mask, keeping a distance, and using a jacket or long-sleeved clothing become the most chosen requirements. Maximum capacity of 50% of the seating is recommended by most respondents. The recommended minimum service standards related to the COVID-19 health protocol include (1) providing hand sanitizer, (2) cleaning trains with disinfectant, (3) checking body temperature and passenger health, (4) train crews using personal protective equipment according to the COVID-19 health protocol, (5) information on protocols for preventing the spread of COVID-19 by audio, (6) isolation rooms on trains, (7) checking the implementation of passenger health protocols, (8) limiting seating capacity, (9) keeping distance facilities in the form of signs on the floor, and (10) visual information on protocols for preventing the spread of COVID19. The standard tariff is IDR 15,000 or IDR 87.82/kilometer and original tariff is IDR 88,294 or IDR 516.96/kilometer. ATP value is obtained IDR 196.01/kilometer and WTP 1 value without passenger expectations is IDR 143.18/kilometer. Meanwhile, WTP 2 value with passenger expectations according to the current service implementation is IDR 196.13/kilometer and WTP 3 value with passenger expectations according to ideal service is IDR 203.52/kilometer. Because PT KAI has made service improvements, the recommended tariff is up to the ATP value limit, that is IDR 196.01/kilometer or IDR 33,478 (rounded to IDR 33,000) per one trip.
