Abstract
"ABSTRAK Irma Listia Ningrum, 2021, Implementasi Kebijakan Pengelolaan Sampah Badan Usaha Milik Desa Dewandaru di Desa Tegalweru Kecamatan Dau Kabupaten Malang. Program Studi Ilmu Pemerintahan, Fakultas Ilmu Sosial dan Ilmu Politik Universitas Brawijaya, Dr.Dra.Alifiulahtin Utaminingsih, M.Si Pada tahun 2019 Pemerintah Desa Tegalweru Kecamatan DAU Kabupaten Malang merealisasikan pendirian BUMDes dengan unit usahanya yaitu pengelolaan air dan sampah. Penelitian ini merupakan penelitian kualitatif dengan menggunakan teori implementasi kebijakan publik yang dikemukakan oleh George C, Edward III. Teori ini memiliki empat indikator yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Teknik pengumpulan data penelitian ini melalui wawancara, dan dokumentasi serta observasi lapangan. Hasil penelitian implementasi kebijakan pengelolaan badan usaha milik Desa Dewandaru di Desa Tegalweru Kecamatan DAU Kabupaten Malang dalam pelaksanaan pengelolaan sampah belum optimal. Komunikasi dengan masyarakat masih kurang, sosialisasi yang tidak merata menyebabkan banyak ketidaktahuan masyarakat tentang BUMDes. Fasilitas yang belum memadai diantaranya jumlah alat pengangkut sampah yang minim, serta sumber daya manusia yang kurang mendukung juga menjadi salah satu penyebab BUMDes ini belum bisa berkembang. Keterbatasan modal juga mengakibatkan tidak adanya insentif atau gaji yang diberikan kepada staf pengelola BUMDes sehingga mereka bekerja secara sukarela. Struktur birokrasi terbentuk dengan baik dan jelas, SOP juga sudah dibuat dan dapat dipahami dengan jelas oleh staf sehingga membantu proses pelaksanaan pengelolaan BUMDes. Major Governance Science, Faculty of Social and Political SciencesUniversitasBrawijaya, Dr.Dra.AlifiulahtinUtaminingsih, M.Si In 2019, Government of Tegalweru DAU District had released BUMDesestablishment with its business unit called water and waste management. The research design used was qualitative research by applying the theory of management policy by George C. Edward III. This theory has four indicators, namely communication, resource, disposition and the structure of bureaucracy. The data collection involved three techniques, namely having an interview session, documentation, and observation. The result of this study described that the management policy of village-owned enterprises Dewandaru Village in Tegalweru Village DAU District Malang Regency in the form of waste management has not been optimized yet. The communication with the citizens was less and an incomplete socialization made the people around the village did not know what BUMDesis. Furthermore, the incomplete facilities found were that the minimum number of long crew cabs and the incompetent human resources and development were the reasons why BUMDeshad not been well-developed yet.The limitedness of the capital also created new problems; it had no incentive or salary for the BUMDesstaff associations so that they did it as a voluntary. Yet, the structure of bureaucracy was in wellstructured and clearly-stated and SOP was designed and understandable so that the staff could help and do the tasks well in the process of BUMDesmanagement.
