Abstract

Salah satu daerah di Indonesia yang cukup banyak memiliki potensi pesisir adalah Kabupaten Malang. Kabupaten Malang memiliki kondisi geografis yang terdiri dari wilayah pegunungan dan dataran serta perairan pantai dengan hamparan pantai yang luas dan berpasir putih yang memungkinkan untuk pengembangan pariwisata. Wisata Pantai Ngliyep dalam RTRW Kabupaten Malang Tahun 2010-2025 ditetapkan sebagai salah satu wisata unggulan di Kabupaten Malang. Pantai Ngliyep terletak di Desa Kedungsalam dan berjarak sekitar 64 km dari Kota Malang. Luas areal Wisata Pantai Ngliyep kurang lebih sebesar 10 Ha yang terdiri dari hutan lindung, areal wisata pantai, penginapan, dan lahan parkir. Pada tahun 2015-2018 jumlah pengunjung Wisata Pantai Ngliyep mengalami fluktuasi. Hal ini mengindikasikan perlunya evaluasi terhadap pelayanan yang selama ini diberikan kepada pengunjung, sehingga dapat diketahui tingkat kinerja dan kepentingan Wisata Pantai Ngliyep. Tujuan dari penelitian ini adalah menyusun rekomendasi upaya perbaikan pelayanan di Wisata Pantai Ngliyep yang ditinjau dari 5 (lima) aspek yaitu Reliability (kehandalan), Assurance (jaminan), Tangible (berwujud), Emphaty (empati), dan Responsiveness (ketanggapan). Hasil skor persepsi pengunjung dianalisis dengan Importance Performance Analysis (IPA) untuk mendapatkan nilai tingkat kinerja dan kepentingan dan analisis Quality Function Deployment (QFD) untuk menggambarkan proses penyusunan rekomendasi dan penentuan prioritas perbaikan indikator. Hasil analisis IPA menunjukkan bahwa terdapat 8 (delapan) variabel yang pelayanannya harus ditingkatkan, adapun rekomendasi yang upaya perbaikan pelayanan diantaranya sebagai berikut penambahan dan perbaikan tempat sampah dengan prioritas penanganan sebesar 31,58%, penambahan dan perbaikan lampu penerangan jalan menuju Pantai Ngliyep dengan prioritas penanganan sebesar 31,35%, penyelenggaran event rutin dengan kerjasama dengan berbagai komunitas dengan prioritas penanganan sebesar 29,92%, peremajaan fasilitas (kamar mandi, musholla) dengan prioritas penanganan sebesar 29,20% dan penambahan sarana foto bagi pengunjung dengan prioritas penanganan sebesar 26,65%. Pembuatan paket wisata dengan prioritas penanganan sebesar 21,43%. Perekrutan petugas keamanan dengan prioritas penanganan sebesar 21,01%. Penyediaan kendaraan pengangkut sampah ke tps terdekat dengan prioritas penanganan sebesar 20,88%. Pembuatan fasilitas keamanan dengan prioritas penanganan sebesar 19,69%. Membuat website resmi Pantai Ngliyep dengan prioritas penanganan sebesar 18,57%. Penambahan wahana sewa atv dengan prioritas penanganan sebesar 4,51%. Berdasarkan rekomendasi-rekomendasi tersebut, Wisata Pantai Ngliyep perlu ditingkatkan pelayanannya agar dapat meningkatkan minat pengunjung.

English Abstract

One area in Indonesia that has great coastal potential is Malang Regency. Malang Regency is in a geographic state consisting of mountainous terrain and plains, and coastal waters with a wide stretch of beach and white sand that enables tourism to develop. Ngliyep Beach Tourism in Malang Regency’s RTRW year 2010-2025 is considered one of the leading tourism destinations in Malang Regency. Ngliyep Beach is located in the village of Kedungsalam and is approximately 64 km from the city of Malang. The area of Ngliyep Beach Tourism is approximately 10 hectares and consists of protected forests, beach tourism areas, accommodation and parking. The number of visitors to Ngliyep Beach Tourism fluctuated between 2015 and 2018. This indicates the need to evaluate the services provided to visitors so that they can see the level of performance and importance of Ngliyep Beach Tourism. The purpose of this study is to provide recommendations for efforts to improve Ngliyep Beach Tourism services in 5 (five) aspects, namely reliability, security, tangibility, empathy and responsiveness. The results of visitor perception scores were analyzed with the Importance Performance Analysis (IPA) to determine the value of the performance and the importance levels, and with the QFD analysis (Quality Function Deployment) to the process of making recommendations and setting priorities to describe for the indicator improvement. The results of the IPA analysis show that there are 8 (eight) variables whose services need to be improved, while the recommendations for improving the service include adding and repairing trash cans with 31.58% priority treatment, adding and repairing street lighting to Ngliyep Beach with 31.35% priority treatment, organizing routine events in collaboration with various communities with 29.92% priority treatment, rejuvenation of facilities (bathrooms, prayer rooms) with 29.20% priority treatment, addition of Photo facilities for visitors with 26.65% priority treatment, Creation of tour packages with 21.43% priority treatment, Recruitment of security personnel with of 21.01% priority treatment, Provision of garbage transport vehicles to the nearest tps with 20.88% priority treatment, Manufacture of security devices with 19.69% priority treatment. Make the official website of Ngliyep Beach with 18.57% priority treatment, and addition of ATV rides with 4.51% priority treatment. Based on these recommendations, Ngliyep Beach Tourism services need to be improved to increase visitor interest.
