Abstract
Peraturan Presiden No. 95 Tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik (SPBE) menyatakan bahwa seluruh instansi pemerintah wajib menerapkan SPBE atau e-government. Begitu juga dengan Pemerintah Kota Malang yang sudah mengimplementasikan layanan e-government. Salah satu produk layanan e-government yang dimiliki adalah Sambat Online. Sambat Online merupakan wadah bagi masyarakat Kota Malang untuk menyampaikan keluhan, saran atau kritik terhadap Pemerintah Kota Malang melalui SMS dan website. Sampai pada tahun 2020, tiket atau pengaduan yang masuk melaui SMS lebih banyak dibandingkan tiket yang masuk melalui website. Penelitian ini dilakukan dengan tujuan untuk mendeskripsikan tingkat penerimaan masyarakat terhadap website Sambat Online menggunakan model UTAUT yang telah dimodifikasi. Variabel yang digunakan adalah performance expectancy, effort expectancy, social influence, trust of the internet, trust of the government, trust of the CSC, facilitating conditions dan behavioral intention. Data diperoleh dengan menyebarkan kuesioner secara online berjumlah 16 butir pertanyaan kepada 100 responden. Data dioleh dengan menggunakan statistik deskriptif dan hasil penelitian menunjukkan penerimaan masyarakat terhadap website Sambat Online sebesar 65,59%, yang dikategorikan sebagai tinggi. Namun, mayoritas presentase variabel berada di bawah rata – rata, yaitu variabel performance expectancy, social influence, trust of the csc, facilitating conditions dan behavioral intention. Maka variabel tersebut perlu dilakukan perbaikan agar impelementasi Sambat Online bisa lebih baik di masa mendatang.
English Abstract
Presidential Regulation No. 95 of 2018 concerning Electronic-Based Government Systems (SPBE) states that all government agencies must implement SPBE or e-government. Likewise with the City Government of Malang, which has implemented e-government services. One of the e-government service products it has is Sambat Online. Sambat Online is a forum for the people of Malang City to submit complaints, suggestions or criticisms of the Government of Malang City via SMS and website. Until 2020, there are more tickets or complaints sent via SMS compared to tickets entered through the website. This research was conducted with the aim of describing the level of public acceptance of the Sambat Online website using a modified UTAUT model. The variables used are performance expectancy, effort expectancy, social influence, trust of the internet, trust of the government, trust of the CSC, facilitating conditions and behavioral intention. Data obtained by distributing questionnaires online totaling 16 questions to 100 respondents. Data were obtained using descriptive statistics and the results of the study showed public acceptance of the Sambat Online website of 65.59%, which was categorized as high. However, the majority of variable percentages are below average, namely performance expectancy, social influence, trust of the csc, facilitating conditions and behavioral intention variables. Then the variable needs to be improved so that Sambat Online can be better implemented in the future.
