Abstract

Desa Genengan terletak di Kecamatan Doko Kabupaten Blitar, berbatasan dengan Desa Doko, Desa Slorok, Desa Jambepawon dan Desa Suru. Jumlah penduduk Desa Genengan pada tahun 2017 yaitu sebesar 2217 jiwa. Saat ini, penduduk Desa Genengan menggunakan air bersih dari aliran PDAM Kecamatan Doko, dan di Desa Genengan belum terdapat layanan air bersih yang memadai. Tetapi karena aliran air dari PDAM Kecamatan Doko seringkali bermasalah hingga membawa lumut serta lumpur, maka warga Desa Genengan memutuskan untuk membuat sarana pemenuhan kebutuhan air bersih yang layak guna mengatasi permasalahan air bersih dalam lingkup desa. Studi ini bertujuan untuk mengetahui debit yang dibutuhkan untuk memenuhi kebutuhan air bersih di Desa Genengan, mengetahui perencanaan pipa, membuat rencana anggaran biaya dan menentukan harga air. Simulasi sistem jaringan pipa distribusi air bersih dilakukan dengan menggunakan program WaterCAD v8i. Pemenuhan kebutuhan air bersih pada Desa Genengan akan mendapat suplai air dari sumber air baru Genengan dengan debit sumber 13 lt/dt. Dari sumber atau mata air tersebut akan dipompa menuju tandon dengan volume rencana 50 m3 sebelum dialirkan ke seluruh wilayah permukiman di Desa Genengan. Total kebutuhan air rata-rata yang dibutuhkan sebesar 2,50 lt/dt. Hasil simulasi dengan bantuan program WaterCAD v8i menunjukan bahwa distribusi air bersih untuk Desa Genengan dapat terlayani sepenuhnya untuk kebutuhan rata-rata maupun pada jam puncak. Persyaratan teknis perencanaan sistem jaringan distribusi telah memenuhi syarat kecepatan 0,1–2,5 m/dt, headloss gradient 0–15 m/km, dan tekanan 0,5– 8 atm. Rencana anggaran biaya pada perencanaan di Desa Genengan adalah sebesar Rp 120.036.400. Analisa Ekonomi pada tingkat suku bunga 9,75% didapatkan nilai Benefit Cost Ratio (BCR) sebesar 1,40; nilai manfaat harga air sebesar Rp 53.997.200/tahun, tingkat pengembalian internal (IRR) 18,82% dan periode pengembalian selama 4,36 tahun dengan harga air Rp 800,-/m3. Dengan subsidi biaya konstruksi pemerintah 100% didapatkan harga air sebesar Rp 297,-/m3 dan jika subsidi biaya konstruksi pemerintah 50% harga air sebesar 435,-/m3.

English Abstract

Genengan Village is located in Doko District of Blitar Regency, neighboring the villages of Doko, Slorok, Jambepawon, and Suru. The number of residents of Genengan Village are 2217 people. Presently, the residents of Genengan use fresh water that flows from PDAM Doko, as Genengan Village itself is yet to have a proper fresh water facility. But, due to the multiple occurrences of problems from PDAM Doko’s fresh water flows, and worsened by either moss or dirt flowing through the system as well, the residents of Genengan decided to build a proper facility to accommodate their daily water needs. This study’s purposes are to determine the flow discharge which is necessary to meet the needs of fresh water in Genengan Village, to understand the planning of the pipeline, to make a budget plan, and to determine the water price. The fresh water pipe network system is being simulated by using the WaterCAD v8i software. The fresh water fulfillment in Genengan Village will be supplied by the newly-found Genengan spring which has a discharge of 13 l/s. The spring water will be pumped to the nearby tank with the capacity of 50 m3, before being flown to the entire residential area. The total daily water needs averaged on 2.50 l/s. The WaterCAD simulation results show that the fresh water distribution in Genengan Village is able to fulfill entirely for either average needs and peak hour needs. The system has met the technical requirement for fresh water pipe network system which consist of velocity between 0.1 and 2.5 m/s, headloss gradient between 0 and 15 m/km, and pressure between 0.5 and 8 atm. The budget plan for the fresh water pipe network system in Genengan Village valued on Rp 120.036.400. Economic Analysis with an interest rate of 9.75 determines Benefit Cost Ration (BCR) value of 1.40; water price benefit value of Rp 53.997.200/year, Internal Rate of Return (IRR) value of 18.82% and Payback Period of 4.36 years with water price valued on Rp 800,- /m3. With consideration of 100% capital cost subsidy from the government, the water price is valued on Rp 297,-/m3, and with consideration of 50% capital cost subsidy from the government, the water price is valued on Rp 435,-/m3
