Abstract
PT. Archroma Indonesia-Cilegon Plant Site merupakan salah satu perusahaan yang bergerak dalam bidang industri petrokimia dengan memproduksi emulsi untuk bahan baku pewarna cat, tekstil, dan kulit. Selama tahun 2019, masih terdapat temuan mengenai kondisi kerja tidak aman (unsafe condition) sebanyak 114 dan tingkah laku tidak aman sebanyak 146. Berarti dapat dikatakan bahwa unsafe action memiliki pengaruh lebih besar dibanding unsafe condition terhadap terjadinya kecelakaan kerja. Serta terdapat 18 kasus kecelakaan kerja dengan persentase tertinggi terdapat pada area filling, yaitu 55.56% atau sebanyak 10 kasus. Meskipun telah memiliki komitmen dalam menjaga keselamatan dan kesehatan pekerjanya melalui progam K3, namun masih ditemukan kecelakaan kerja yang terjadi di area filling. Penelitian ini menggunakan metode Job Safety Analysis (JSA) dimana implementasi JSA merupakan salah satu program K3 yang akan dilakukan perusahaan sebagai langkah pencegahan kecelakaan kerja, karena metode Hazard Identification and Risk Assesment (HIRA) yang telah diterapkan oleh perusahaan belum efektif dalam menyelesaikan permasalahan kecelakaan kerja. Sejalan dengan pendekatan sebab akibat dari adanya kondisi atau tindakan tidak aman, oleh karena itu diperlukan identifikasi potensi bahaya secara detail pada langkah pekerjaannya, serta risiko yang ditimbulkan, sehingga dapat memberikan rekomendasi perbaikan yang lebih tepat agar pekerja dapat bekerja secara lebih aman. Hasil dari penelitian ini menunjukkan bahwa ditemukan 28 potensi bahaya pada aktivitas pekerjaan pada area filling yang masing-masing memiliki risiko yang dapat menyebabkan kecelakaan kerja. Rekomendasi perbaikan yang dapat dilakukan antara lain perbaikan dan penambahan fasilitas kerja (mengganti keramik yang sudah rusak dengan keramik baru, membuat alat bantu pembuka kunci manhole, membuat jalur khusus pejalan kaki dan forklift, membuat penyangga/ support saat filter box digantung, menyediakan filter kotoran yang memisahkan sisa produk cair dan padat, menyediakan wadah agar tidak berceceran ke lantai, membuat stopper, memasang warning light di atas kabin forklift, menyediakan alat bantu penutup clamp, dan penyediaan alat kebersihan), pengendalian administrative (memasang safety sign di area yang sering dilalui forklift, serta wajib membunyikan klakson saat akan maju atau mundur, pekerjaan diselingi dengan interval istirahat, serta memasang safety sign di tempat yang mudah terlihat oleh pekerja), dan penggunaan alat pelindung diri (sarung tangan safety, safety rubber boot, dan masker khusus kimia).
English Abstract
PT. Archroma Indonesia-Cilegon Plant Site is one of the companies which engaged in petrochemical industry that produced emulsion for raw material of making paint, textile, and leather. During 2019, there were about 114 unsafe conditions and 146 unsafe actions have been found. It means that unsafe action gives more impact to an accident than unsafe condition. And also found 18 cases of an accidents, which are the highest percentage was found in filling area is about 55.56% or 10 cases. Even though, they already have a commitment to maintain the safety and health of their workers through their health and safety program, but an accident still found in filling area. The method that used in this study is Job Safety Analysis (JSA), which the implementation of JSA is one of the health and safety’s program that will implemented in the company as an accident prevention, because the Hazard Identification and Risk Assesment (HIRA) method that used to be implemented in the company has not been effective to solved the problems. In line with the causal approach to the presence of unsafe action and unsafe condition, that’s why it is necessary to identify the potential hazard of the work activities, as well as the risks posed, so it can give the appropriate recommendations, so the workers can work safely. The results showed that 28 potential hazards were found for work activities in filling area, which had risks that cause accidents. Recommendation that can be implied, are repaired and give additional work facilities (replacing damaged ceramics with the new one, make a tool to unlocked the manhole, created paths for pedestrians and forklifts, making a design of a support when filter box is hanging, providing filter that use to separate liquid and solid waste products, providing containers so the product doesn’t spill over to the floor, make a stopper, set a warning light above the forklift’s cabin, providing a tool to close the clamp, and providing cleaning tools), administrative controls (set the safety signs in the area where forklifts frequently pass, and have to honk the horn when move forward or backward, work interspersed with rest intervals, and set a safety signs in the area that easily visible to workers) and the usage of personal protective equipment (safety gloves, safety rubber boot, and chemical masks).
