Abstract

Beberapa tahun terakhir telah terlihat peningkatan keterlibatan pemerintah daerah dalam arena internasional, sebuah fenomena yang dikenal sebagai paradiplomasi. Muncul pembagian tanggung jawab antara pemerintah pusat dengan pemerintah daerah. Hal ini diakibatkan adanya globalisasi dan kebangkitan rezim transnasional yang mengikis perbedaan antara urusan dalam negeri dengan luar negeri. Aktivitas pemerintah daerah berupa hubungan dengan aktor internasional melalui kerjasama teknis, ekonomi perdagangan, pengembangan bantuan asing, dan juga dalam banyak aspek termasuk kerjasama sister province. Jawa Tengah merupakan provinsi di Indonesia yang telah menjalin kerjasama sister province dengan Fujian Tiongkok. Kedekatan kedua provinsi ini sudah terjalin sejak penandatanganan memorandum of understanding (MoU) pertama tahun 2003, namun belum diimplementasikan secara optimal. Melihat bahwa Tiongkok merupakan negara emerging power dengan produktivitas yang tinggi serta perekonomian yang tumbuh pesat, pemerintah Jawa Tengah berupaya untuk memperbaiki hubungan dengan Fujian melalui pembentukan komite bersama dan melakukan pembaharuan MoU kedua pada kurun waktu 2014 – 2018. Pasalnya, dalam kurun waktu tersebut terlihat banyaknya implementasi program kerjasama diantara kedua provinsi. Hubungan kedua provinsi didukung dengan faktor yang menjadi persyaratan kerjasama sister. Penelitian ini bertujuan untuk menggambarkan motivasi yang ingin dicapai pemerintah Jawa Tengah dengan menggunakan konsep motif paradiplomasi yang dikemukakan oleh Francisco Aldecoa dan Michael Keating. Dalam konsep ini menjelaskan bahwa terdapat tiga motif yaitu motif ekonomi, motif politik, dan motif budaya. Berdasarkan penelitian ini, pemerintah Jawa Tengah pada dasarnya ingin mencari investasi, pasar untuk penjualan produk dan juga peningkatan teknologi dengan melakukan proyeksi eksternal serta adanya pengaruh politik. Selain itu sejarah dimasa lampau dari para etnis hokkien menciptakan kesamaan identitas antar provinsi dan membuat hubungan terjalin dengan baik. Banyaknya akulturasi budaya dapat digunakan sebagai modalitas melakukan paradiplomasi dan promosi di level global. Dengan demikian dapat terjawab motivasi yang ingin dicapai pemerintah daerah ketika melakukan aktivitas paradiplomasi.

English Abstract

Recent years have seen an increase in regional government involvement in the international arena, a phenomenon known as paradiplomasi. A division of responsibilities arises between the central and regional governments. This is due to globalization and the rise of transnational regimes that erode the differences between domestic and foreign affairs. Local government activities in the form of relations with international actors through technical cooperation, trade economics, development of foreign aid, and also in many aspects including sister province cooperation. Central Java is a province in Indonesia that has formed a sister province cooperation with Fujian China. The closeness of the two provinces has been established since the signing of the first memorandum of understanding (MoU) in 2003, but it has not been implemented optimally. Seeing that China is an emerging power country with high productivity and a fast-growing economy, the Central Java government is trying to improve relations with Fujian through the formation of a joint committee and the renewal of the second MoU in the period 2014 - 2018. The reason is, in that period seen many implementation of cooperation programs between the two provinces. The relationship between the two provinces is supported by factors that are a requirement for sister cooperation. This research aims to describe the motivation that the Central Java government wants to achieve by using the concept of paradiplomation motives put forward by Francisco Aldecoa and Michael Keating. In this concept explains that there are three motives namely economic motives, political motives, and cultural motives. Based on this research, the Central Java government basically wants to find investment, markets for product sales and also technological improvements by carrying out external projections and political influence. In addition, the past history of ethnic hokkien created a common identity between provinces and established good relations. The amount of cultural acculturation can be used as a modality for conducting diplomacy and promotion at the global level. Thus the motivation of the local government to achieve when doing paradiplomasi activities can be answered.
