Abstract
Konflik dapat terjadi apabila ada dua orang atau kelompok yang memiliki perbedaan tujuan sehingga mengakibatkan terjadinya perselisihan diantara keduanya. Pada penelitian ini memiliki judul Konflik Lahan di Hutan Perum Perhutani Studi Kasus Dusun Pacet Selatan Kabupaten Mojokerto. Konflik yang terjadi pada Perhutani dan masyarakat Dusun Pacet Selatan (Sendi) berawal dari lahan masyarakat yang dijajah oleh Belanda dan setelah Indonesia merdeka dari penjajah lahan tersebut di klaim oleh Pemerintah. Setelah pemerintah mengeklaim lahan tersebut ex Desa Sendi tidak masuk dalam peta, karena pemerintah Indonesia mengadopsi atau menggunakan peta buatan Belanda. Dalam penelitian ini bertujuan untuk mengetahui bagaimana proses konflik yang terjadi pada kawasan hutan Perum Perhutani antara masyarakat Dusun Pacet Selatan dengan menggunakan konsep analisis proses konflik menurut Wirawan. Metode penelitian yang digunakan pada penelitian ini adalah metode kualitatif dengan jenis kualitatif deskriptif. Hasil dari penelitian ini yaitu : pertama, penyebab terjadinya konflik antara perhutani dan masyarakat ialah lahan masyarakat yang diklaim oleh pemerintah setalah masa reformasi. Kedua, masyarakat mulai sadar adanya konflik akan tetapi masyarakat masih belum mengekspresikan permasalahan tersebut. Ketiga, masyarakat mulai mengekspresikan diri dengan cara melakukan investigasi lahan dan mendirikan bangunan. Keempat, masyarakat mulai melemah karena tidak ada perkembangan. Kelima, pihak perhutani mulai melibatkan pihak lain seperti Kepolisian, TNI dan Brimob dengan tujuan untuk menggusur masyarakat. Keenam, pihak perhutani mulai menawarkan solusi agar konflik terselesaikan. Ketujuh, hubungan antara perhutani dan masyarakat bisa dikatakan tidak harmonis, karena jika ada pihak perhutani yang datang ke Dusun Pacet Selatan masyarakat secara tidak langsung berkumpul bersiap siaga.
English Abstract
Conflict can occur if there are two people or groups who have different goals, resulting in disputes between the two. This research has the title Land Conflict in the Forestry of Perhutani Public Corporation Case Study of South Pacet Hamlet Mojokerto Regency. Conflicts that occurred in Perhutani and the community of South Pacet Hamlet (Sendi) originated from community land that was colonized by the Dutch and after Indonesia gained independence from the land invaders claimed by the Government. After the government claimed the land ex Desa Sendi was not included in the map, because the Indonesian government adopted or used a map made in the Netherlands. In this study aims to find out how the conflict process that occurs in the Perum Perhutani forest area between the people of south Pacet Hamlet by using the concept of conflict process analysis according to Wirawan. The research method used in this study is a qualitative method with descriptive qualitative type. The results of this study are: first, the cause of conflicts between Perhutani and the community is community land claimed by the government after the reform period. Second, people are starting to become aware of the conflict but the community is still not expressing the problem. Third, people began to express themselves by investigating land and erecting buildings. Fourth, the community began to weaken because there was no development. Fifth, Perhutani began to involve other parties such as the Police, TNI and Brimob with the aim of displacing the community. Sixth, Perhutani began offering solutions to resolve the conflict. Seventh, the relationship between Perhutani and the community can be said to be not harmonious, because if there is a Perhutani party who comes to South Pacet Hamlet, the community will indirectly gather to get ready.
