Abstract
Latar belakang penelitian ini didasari oleh kasus penggusuran paksa yang terjadi di DKI Jakarta pada tahun 2016. Kasus penggusuran menjadi kasus yang biasa terjadi di kota-kota besar. Salah satu lokasi yang mengalami penggusuran paksa yakni Kampung Akuarium yang berada di Jakarta Utara. Penelitian ini bertujuan untuk mengetahui strategi penolakan relokasi yang dilakukan oleh warga. Dengan menggunakan pendekatan teori pilihan rasional James Coleman, penelitian ini berusaha menganalisis strategi penolakan relokasi yang dilakukan oleh inisiator warga Kampung Akuarium. Metode penelitian yang digunakan adalah metode kualitatif deskriptif. Penentuan informan dalam penelitian ini menggunakan teknik purposive sampling. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukan bahwa alasan inisiator warga yang menolak direlokasi disebabkan atas rasionalitas berupa alasan ekonomi dan sosial bermasyarakat di Kampung Akuarium. Selanjutnya, strategi penolakan relokasi yang dilakukan inisiator warga dilakukan dengan cara bertahan di Kampung Akuarium pasca penggusuran, demo, dan melakukan gugatan class action. Dalam teori pilihan rasional milik Coleman, terdapat dua elemen penting yaitu aktor dan sumber daya. Keduanya memiliki hubungan antara kuasa dan kepentingan. Aktor dalam penelitian ini adalah inisiator warga Kampung Akuarium yang menolak direlokasi. Sementara itu, sumber daya yang dimiliki adalah berupa warga yang memiliki jabatan di tingkat RT, kesadaran untuk bergerak, dan solidaritas warga. Adanya sumber daya lain berupa relasi dengan LSM juga menjadi penting dalam proses penolakan relokasi. Adapun tujuan proses penolakan relokasi tersebut diketahui untuk mengembalikan Kampung Akuarium.
English Abstract
This research background was based on the case of forced evictions that happened in Jakarta in 2016. Eviction cases are common in big cities. One of the locations that experienced forced evictions was Kampung Aquarium in North Jakarta. This study aims to determine the relocation rejection strategy which is done by residents. By using James Coleman’s rational choice theory, this study try to analyze the relocation rejection strategy carried out by the initiator of Kampung Akuarium. The research methods used in this research was qualitative descriptive. Purposive sampling technique was used in this research to determine the informants. The data on this research was done through observation, interviews, and documentation techniques. The result of the research showed that the initiator's reason who refused the relocation was caused due to rationality in the form of economic and social reasons in Kampung Akuarium. Furthermore, the relocation rejection strategy done by the initiators are stayed at Kampung Akuarium after eviction, demonstrations, and make a class-action lawsuit. In Coleman’s rational choice theory, there are two important elements which are actors and resources. Both of them have a relationship between power and interests. The actor in this study was the initiator of the Kampung Aquarium community who refused to be relocated. Meanwhile, the resources owned are positions of the citizen who have a position at the neighborhood association (RT), awareness of movement, and community solidarity. The existence of other resources which is the relation with NGO is also important in the process of refusing the relocation. The purpose of the relocation refusal process was known to return Kampung Akuarium.
