Abstract
Berdasarkan Indeks Desa Membangun (IDM) tahun 2015 desa di Indonesia dengan status desa tertinggal 46% sebanyak 33.592 desa, dan desa sangat tertinggal 18% dengan jumlah desa sebanyak 13.453 desa. Kabupaten Malang dari 33 kecamatan yang berada di Kabupaten Malang terdapat 19 kecamatan memiliki desa dengan status desa tertinggal sehingga permasalahan tentang desa tertinggal di Kabupaten Malang menjadi permasalahan utama. Tingginya modal di masyarakat maka akan berdampak pada tingkat partisipasi masyarakat. Modal sosial yang tinggi, akan menimbulkan keinginnan masyarakat untuk ikut gotong-royong dalam pembangunan desa dan kemajuan desa dengan efektif dan efisien (Dina, 2017). Analisis yang digunakan dalamapenelitian ini adalah Indeks Pembangunan Desa (IPD) untuk mengetahui desa mandiri dan desa tertinggal. Analisis indeks partisipasi masyarakat untuk mengetahui tingkat partisipsi masyarakat di desa mandiri dan tertinggal. Analisis Partial Least Square (PLS) bertujuan untuk mengetahui hubungan modal sosial terhadap partisipasi masyarakat. Pada modal sosial diukur menggunakan 3 variabel yaitu kepercayaan, jaringan sosial, dan norma sosial. Partisipsi diukur menggunakan sub variabel 4 yaitu kemampuan partisipasi, partisipasi materi, partisipasi jaringan, kemauan partisipasi. Kecamatan Pujon desa mandiri terdapat pada Desa Ngroto dengan nilai indeks sebesar 74,64 dan dengan nilai indeks terkecil adalah Desa Wiyurejo yaitu sebesar 45,38 termasuk desa tertinggal. Analisis indeks partisipasi masyarakat Desa Ngroto termasuk dalam kelas tingkat partisipasi sedang. Sedangkan nilai indeks partisipasi pada Desa Wiyurejo adalah rendah. Pada Desa Ngroto variabel modal sosial berhubungan signifikan terhadap partisipasi. Pada Desa Wiyurejo variabel kepercayaan tidak berhubungan signifikan terhadap partisipasi masyarakat.
English Abstract
Based on the Village Development Index (IDM) in 2015 villages in Indonesia with a status of underdeveloped villages 46% as many as 33,592 villages, and villages very underdeveloped 18% with a total of 13,453 villages. Malang Regency of 33 sub-districts in Malang Regency, there are 19 subdistricts that have villages with underdeveloped village status so that the problem of underdeveloped villages in Malang Regency is the main problem. Improving village progress requires good participation and social capital. High capital in the community will have an impact on the level of community participation. High social capital, will lead to the desire of the community to join together in village development and village progress effectively and efficiently (Dina, 2017). Analysis of the community participation index to determine the level of community participation in independent and disadvantaged villages. Partial Least Square (PLS) analysis aims to determine the relationship of social capital to community participation. Social capital is measured using 3 variables, namely trust, social networks, and social norms. Pujon Subdistrict is an independent village in Ngroto Village the smallest index value is Wiyurejo Village, including disadvantaged villages. Analysis of the community participation index of Ngroto Village included in the class of moderate participation. While the value of the participation index in Wiyurejo Village is low. In Ngroto Village the variable of social capital is significantly related to participation. In Wiyurejo Village the trust variable is not significantly related to community participation. So to improve the progress of Wiyurejo Village, it is necessary to increase awareness of community participation. Increasing awareness of community participation in Wiyurejo Village, it is necessary to increase social capital, namely networks by increasing the role of community groups. As well as increasing the confidence of the people of Wiyurejo Village towards the government
