Abstract

Pemerintah Kabupaten Jombang mendorong adanya pembentukan kawasan Agropolitan di wilayah Kecamatan Mojowarno. Padaatahun 2013, P2AT JawaaTimur membangun sumur bor untuk pengembangan fasilitas dan infrastruktur khususnya di sektor pertanian. Rata-rata, sumur bor itu hanya berusiaa3 sampai 4 tahunnkemudian sumur bor mangkrak dan tak bisaadigunakan lagi. Untuk itu perlu adanyaapenilaian kinerjaasistem irigasi dalam rangka menggambarkan pengelolaan sistem irigasi. Dalam penelitian ini penilaiannkinerja sistem irigasi mengacu kepada Peraturan Menteri PekerjaannUmum & Perumahan Rakyat Nomor 12/PRT/M/2015 tentang Eksploitasi dan Pemeliharaan Irigasi. Penilaian yang dilakukan dalam studi ini berdasarkan 6 (enam) parameter dalam Peraturan menteri PUPR No. 12/PRT/M/2015 yaitu ; Prasarana Fisik, Produktivitas Tanam, SaranaaPenunjang, Organisasi Personalia, Dokumentasi dannPerkumpulannPetani Pemakai Air (P3A). Penilaian kinerja ditentukan dari jumlah bobot aspek padaasetiap parameter. Hasil penilaian kinerjaajaringan irigasi air tanah (JIAT) ini akan menggambarkan kondisi jaringan irigasi air tanah yang kemudian menghasilkan rekomendasi tindak lanjut. Berdasarkan hasil penelitian ini didapatkan nilai kinerja tiap parameter yaitu prasaranaafisik dan sarana penunjang sebesar 64,22%, nilai produktivitas tanaman sebesar 87,20%, dan nilai kondisi petani pemakai air sebesar 49,33%. Dengan nilai bobot kinerja setiap parameter tersebut kemudian didapat nilai total kinerja jaringan irigasi air tanah padaadaerah oncoran SDJB 583 56,80% maka termasuk dalam kondisi yang kurang baik sehinggaadiperlukan adanya rekomendasi tindak lanjut berupaadiperlukannya pemeliharaan yang bersifat perbaikan.

English Abstract

Jombang Regency Government encourages the establishment of agropolitan area in the Mojowarno District. In 2013, East Java P2AT built drilled wells for the development of facilities and infrastructure especially in the agriculture sector. The well was only 3 to 4 years old on average and the well was stalled and could no longer be used. Therefore, it is necessary to assess the performance of irrigation systems to describe the management of irrigation systems. The irrigationnsystem performancenassessment in this study refers to the Minister of Public Works & Public Housing Regulation No. 12 / PRT / M / 2015 concerning Exploitationnand Maintenance of Irrigation. The assessment in this study is based on 6 (six) parameters in PUPR Minister Regulation No. 12 / PRT / M / 2015; Infrastructure, Plant Productivity, Supporting Facilities, Personel Organization, Documentationnand Farmers Association (P3A). Performance assessment is determined by the number of aspects on each parameter. The results of the performance assessment of the groundwater irrigation network (JIAT) will describe the conditionnof the groundwater irrigation network which then produces follow-up recommendations for the irrigation network. Based on the results of this study, percentage of performance for each parameter is: infrastructure and supporting facilities is 64,22%, the percentage of plant productivity is 87,20%, and the percentage of the condition farmers association is 49,33%. With the percentage of the performance for each parameter then the total percentage of the performance of the groundwater irrigation network in the area of SDJB 583 is 56,80%, classified in a average condition so that it is necessary to have a component repairment for a follow-up recommendation.
