Abstract
Kecenderungan/arah (trend) wisata yang kini diminati masyarakat ialah pariwisata berbasis alam, salah satunya ialah jenis wisata pertanian atau agrowisata. Pengertian agrowisata berdasarkan Surat Keputusan Bersama Menteri Pertanian dan Menteri Pariwisata, Pos dan Telekomunikasi Nomor 204/KPTS/30HK/050/4/1989 dan Nomor KM. 47/PW.DOW/MPPT/89 Tentang Koordinasi Pengembangan Wisata Agro, ialah suatu bentuk kegiatan pariwisata yang memanfaatkan usaha bidang pertanian dengan tujuan untuk memperluas pengetahuan, rekreasi dan hubungan usaha. Kota agrowisata yang paling banyak diminati masyarakat yaitu Kota Batu. Hal itu selaras dengan visi Pemkot Batu yaitu “Desa berdaya kota berjaya mewujudkan Kota Batu sebagai sentra Agrowisata Internasional yang berkarakter dan berdaya saing menuju terwujudnya masyarakat madani”. Khas dari Kota Batu ialah buah apelnya sehingga agrowisata yang paling banyak dikunjungi ialah Agrowisata Apel. Agrowisata Apel memberikan keuntungan atau manfaat bagi masyarakat lokal. Agrowisata Apel yang sangat melibatkan masyarakatnya ialah Agrowisata Petik Apel Kelompok Tani Makmur Abadi. Keterlibatan masyarakat di KTMA pada kegiatan budidaya, olahan apel, hingga kegiatan agrowisata. Tujuan dari penelitian ini ialah untuk menganalisis peran masyarakat dalam mengelola Agrowisata KTMA dan menganalisis pelaksanaan kegiatan serta kendala yang dihadapi di Agrowisata KTMA. Penelitian ini dilakukan di Agrowisata Petik Apel Kelompok Tani Makmur Abadi, Desa Tulungrejo, Kecamatan Bumiaji, Kota Batu pada bulan September hingga bulan Oktober 2019. Pendekatan penelitian yang digunakan ialah pendekatan kuantitatif. Penentuan responden tersebut menggunakan teknik sensus. Penyebaran kuesioner dilakukan untuk 45 sampel dan wawancara dengan 12 responden ahli yang terdiri dari Pengurus Harian KTMA, karyawan agrowisata dan anggota KTMA. Penelitian dilakukan dengan menggunakan kuesioner, wawancara, observasi dan didukung dokumentasi. Teknik analisis data menggunakan analisis statistik deskriptif dengan Skala Guttman untuk menggambarkan tingkat peran masyarakat (aktif, partisipatif dan pasif) serta analisis deskriptif kuantitatif. Dalam penelitian ini pada peran masyarakat dalam pengelolaan Agrowisata Kelompok Tani Makmur Abadi masih dalam kategori baik. Dilihat pada peran aktif memiliki nilai tertinggi pada kategori tinggi yaitu sebanyak 37,8%, peran partisipatif nilai tertinggi pada kategori tinggi yaitu 51,1%, serta pada peran pasif nilai tertinggi pada kategori sedang yaitu sebesar 46,7%. Hasil tersebut menunjukkan bahwa peran positif masyarakat yang terlibat di KTMA masih tinggi. Sedangkan pada pelaksanaan kegiatan masyarakat di KTMA memiliki tugas yang berbeda-beda. Karyawan agrowisata bertanggung jawab seluruh kegiatan yang berkaitan dengan agrowisata, pengurus harian KTMA bertanggung jawab terhadap seluruh kegiatan kelompok termasuk unit (saprodi, agrowisata, olahan apel, riset dan perkebunan dan tabungan anggota), anggota KTMA menerima fasilitas dan memberikan kontribusi berupa tenaga, materiil, maupun pikiran untuk kelompok dan ibu-ibu olahan apel bertanggung jawab dalam pembuatan minuman sari apel. Dari pelaksanaan tersebut, kendala secara umum yang dialami masyarakat ialah adanya persaingan tidak sehat, tanaman apel yang bersifat tahunan menyebabkan terbatasnya minuman sari apel dan buah apel yang tersedia tidak sesuai dengan jumlah pengunjung yang tidak dapat diduga jumlahnya, serta terbatasnya SDM yang berperan dalam agrowisata. Saran atau usulan perbaikannya adalah meningkatkan kembali intensitas berkumpul anggota KTMA dan peran pemerintah yang bersifat positif untuk masyarakat.
English Abstract
The tourism trends nowadays are based on nature, one of the type is agrotourism. The definition of agrotourism based on Joint Decree of the Minister of Agriculture and Tourism, Post and Telecommunications Number 204/KPTS/30HK/050/4/1989 and KM Number. 47/PW.DOW/MPPT/89 about the Coordination of Agro Tourism Development, tourism activity that use agricultural business with the aim of expanding knowledge, recreation, and business relations. The most demand Agrotourism is Batu City. In tune with the vision of the Batu City Government, the vision is "City empowered villages succeed in realizing Batu City as an International Agro-tourism center of character and competitiveness towards the realization of civil society”. Typical of Batu City is the apple, so the most visited is the apple agrotourism. The apple agrotourism gives benefit to the local people. The apple agrotourism that really involve the community is The Apple Agrotourism of Kelompok Tani Makmur Abadi. Community at KTMA are involved in cultivation activities, apple process, and agro-tourism activities. The purpose of this research are to analyze the role of the community in managing KTMA Agrotourism and to analyze the implementation of activity and obstacle in KTMA Agrotourism. This research was conducted in The Apples Agrotourism Kelompok Tani Makmur Abadi, Tulungrejo Village, Bumiaji District, Batu City from September to October 2019. The research approach used quantitative approach. The research was conducted using questionnaire, interview, observation, and supported by documentation. Respondent determination use non probability sampling technique is saturated sampling or census. The questionnaire was distributed to 45 samples and interviewed to 12 expert respondent consisting are manajement of KTMA, agrotourism crew, and member of KTMA. Data analysis techniques use descriptive statistical analysis methods with Guttman Scale to describe the role of the community (active, participatory, and passive) and quantitative descriptive analysis. In this research, the role of community in management Kelompok Tani Makmur Abadi Agrotourism is still in good enough category. Based from the active role, the highest score in the high category is 37.8%, the participatory role in the high category is 51.1%, and in the passive role the highest score in the medium category is 46.7%. The results describe that the positive role of community involved in KTMA is still high. Whereas the implementation of community activities at KTMA has different tasks. Agrotourism crew have responsible for agrotourism, manajement of KTMA is responsible for all group activity including units (production facilities, agro-tourism, apple processing, research and farm, and member savings), KTMA members receive facilities and contribute in energy, material, and mind for the group, and apple processing‟s staff are responsible for making apple drinks. Based on that, the most community‟s obstacle are unfair competition, apple is annual plant, and the limited crew who have role in agrotourism. Based on the obstacle in Agrotourism KTMA, the sugestion are to increase the intensity of KTMA members gathering and need the positive role of government for the community
