Abstract

Skripsi ini mengkaji tentang pelaksanaan program pinjaman luar negeri Urgent Disaster Reduction for Mt.Merapi yang aliran dananya berasal dari JICA sebagai salah satu cara pemenuhan dana pembangunan Indonesia dan sebagai bentuk upaya implementasi kebijakan publik Indonesia. Tujuannya untuk melihat konsistensi tujuan dan hasil dari pinjaman luar negeri Urgent Disaster Reduction for Mt.Merapi JICA serta faktor faktor yang mempengaruhi implementasi program ini. Selain itu melihat juga koordinasi dan peran dari masing masing intansi pelaksana program ini. Proses pengumpulan data sendiri dilakukan dengan cara kualitatif lewat media wawancara dan studi literatur. Lewat metode tersebut datadata yang dikumpulkan melalui wawancara dan studi literatur akan dianalisis. Hasil analisis memunculkan faktor faktor yang dibahas disini: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Faktor faktor tersebut berguna untuk memahami bagaimana cara optimal meningkatkan implementasi pinjaman luar negeri. faktor disposisi dan faktor struktur birokrasi menjadi penting untuk dilihat karena adanya aktor yang berasal dari luar struktur pemerintahan Indonesia. Peran JICA dalam program ini bukan hanya dari segi penyediaan dana namun juga ikut andil dalam proses pengadaan serta pengawasan program ini. Pemanfaatan program pinjaman ini pun sesuai untuk tujuan keselamatan masyarakat sebagai salah satu upaya untuk mencegah bencana banjir lahar dan juga sesuai dengan tujuan JICA dalam memberikan bantuan untuk negara rawan bencana.

English Abstract

This thesis examines the implementation of the Urgent Disaster Reduction for Mt.Merapi foreign loan program whose funding flow originates from JICA as one of the ways to fulfill Indonesia's development funds and as a form of efforts to implement Indonesia's public policy. The aim is to see the consistency of objectives and results from foreign loans Urgent Disaster Reduction for Mt.Merapi JICA as well as factors that influence the implementation of this program. In addition, that also saw the coordination and role of each implementing agency of this program. The process of collecting data itself is done qualitatively through interview media and literature studies. Through this method the data collected through interviews and literature studies will be analyzed. The results of the analysis raise the factors discussed here: communication, resources, disposition, and bureaucratic structure. These factors are useful for understanding how to optimally improve the implementation of foreign loans. disposition factors and bureaucratic structure factors are important to look at because there are actors who come from outside the Indonesian government structure. The role of JICA in this program is not only in terms of providing funds but also contributes to the procurement process and supervision of this program. Utilization of this loan program is also suitable for the purpose of community safety as an effort to prevent the lava flood disaster and also in accordance with the objectives of JICA in providing assistance to disaster-prone countries
