Abstract
Konflik Laut Tiongkok Selatan (LTS) merupakan salah satu konflik regional yang mengalami dinamika serius dan masih belum ada solusi. Konflik ini muncul tahun 1947, dimana Tiongkok mengeluarkan peta Laut Tiongkok Selatan dengan nine dashed-lines – 9 (9 DL) garis putus-putus dan menyatakan bahwa wilayah yang ada di dalam garis putus-putus tersebut merupakan wilayah teritorial Tiongkok yang sebenarnya 9 DL tersebut berhimpitan dengan Zona Ekonomi Eksklusif (ZEE) Indonesia, yang biasanya digunakan para nelayan Indonesia untuk mencari ikan. Sehingga, 9 DL Tiongkok menyebabkan sengketa antar Tiongkok dengan negara-negara yang ZEE-nya tumpang tindih dengan 9 DL tersebut, termasuk Indonesia, Malaysia, Vietnam dan Filipina. Sesuai strategi power projection yang penulis gunakan dalam penelitian, penulis akan meneliti apakah strategi power projection Indonesia akan cenderung mengarah dalam soft military power projection atau hard military power projection dengan menggunakan konsep proyeksi kekuatan (power projection) menurut Walter Ladwig. Menurut konsep proyeksi kekuatan (power projection) Walter Ladwig, hasil analisis menunjukkan bahwa Indonesia pada masa Kepemimpinan Joko Widodo lebih banyak menggunakan hard military power projection. Akan tetapi, kecenderungan strategi power projection Indonesia apabila dilihat melalui intensitasnya sesuai dengan konsep yang sama, Indonesia lebih condong menggunakan soft military power projection. Hal diatas dibuktikan dengan Implementasi Indonesia yang lebih banyak dalam identifikasi Securing Sea Lanes of Communication (SLOC) yang ada di dalam soft military power projection, sedangkan pada hard military power projection, Indonesia hanya melakukan tiga dari lima strategi yang ada dalam teori Ladwig.
English Abstract
The South China Sea Conflict (LTS) is one of the regional conflicts that is experiencing serious dynamics and there is still no solution. This conflict arose in 1947, where China issued a map of the South China Sea with nine dashed-lines - 9 (9 DL) dotted lines and stated that the area within the dotted line is the territorial area of China which is actually 9 DL coincide with Indonesia's Exclusive Economic Zone (EEZ), which is usually used by Indonesian fishermen to fish. Thus, 9 DL China caused disputes between China and countries whose EEZ overlapped with the 9 DLs, including Indonesia, Malaysia, Vietnam and the Philippines.In accordance with the power projection strategy concept that the author uses in the study, the writer will examine whether the Indonesia’s power projection strategy will tend to lead to soft military power projection or hard military power projection by using the power projection concept according to Walter Ladwig. According to Walter Ladwig's concept of power projection, the results of the analysis show that Indonesia during Joko Widodo's leadership used more hard military power projection. However, the tendency of Indonesia's power projection strategy when viewed through its intensity in accordance with the same concept, Indonesia is more inclined to use soft military power projection. The above is evidenced by Indonesia's greater implementation of the identification of Securing Sea Lanes of Communication (SLOC) in soft military power projection, whereas in hard military power projection, Indonesia only carries out three of the five strategies in Ladwig theory
