Abstract

Perkembangan paradiplomacy telah dimulai sejak tahun 1960 hingga beberapa dekade terakhir dibuktikan dengan adanya bentuk-bentuk baru paradiplomacy seperti sister city, friendship city, sister port dan lain sebagainya. Kota Chicago merupakan kota metropolitan yang memiliki perekonomian beragam dan menjalankan sister city sejak tahun 1960 serta memiliki Chicago Sister Cities International (CSCI) yang secara khusus menangani sister city Kota Chicago dengan 29 kota di dunia. Pada tahun 2004-2009, aktivitas sister city Kota Chicago meningkat baik dalam segi jumlah maupun agenda yang dilaksanakan oleh Kota Chicago bersama kota-kota lain. Meningkatnya aktivitas sister city Kota Chicago pada tahun 2004-2009 tentu disebabkan oleh beberapa faktor. Sehingga dalam menganalisa penyebab meningkatnya aktivitas sister city Kota Chicago pada tahun 2004-2009 penulis menggunakan konsep The Causes of the Blooming of the Paradiplomatic Activities yang ditulis Alexander S. Kuznetsov. Penggunaan konsep The Causes of the Blooming of the Paradiplomatic Activities dilakukan dengan menganalisa 11 variabel yang ada didalamnya dan diukur dengan 4 skala, yakni strong, moderate, weak dan none. Berdasarkan hasil penelitian yang penulis lakukan, terdapat 2 variabel yang berskala strong, yaitu globalization dan the role of regional leader / political party. Fenomena tersebut tidak lepas dari kekuatan ekonomi dan budaya Kota Chicago yang mampu mengakselerasi aktivitas sister city Kota Chicago pada tahun 2004-2009. Disamping hal demikian, setelah melakukan penelitian, penulis kemudian menemukan adanya satu aspek yang dapat menyebabkan aktivitas sister city seperti fenomena internasional

English Abstract

The development of paradiplomacy has been started since 1960 until the last few decades as evidenced by the existence of new forms of paradiplomacy such as sister city, friendship city, sister port and so on. Chicago is a metropolitan city that has a diverse economy and has a sister city since 1960. Chicago also has a Chicago Sister Cities International (CSCI) which specifically handles sister cities of Chicago with 29 cities in the world. In 2004-2009, the activities of the sister city of Chicago increased both in terms of number and agenda carried out by Chicago along with other cities. The blooming of the sister city of Chicago in 2004-2009 was certainly caused by several factors. So, in analyzing the causes of the blooming of the sister city of Chicago in 2004-2009, the author used the concept of the Causes of the Blooming of the Paradiplomatic Activities written by Alexander S. Kuznetsov. The use of The Causes of the Blooming of the Paradiplomatic Activities concept is carried out by analyzing 11 variables in it and measured on 4 scales, namely strong, moderate, weak and none. Based on the results of research by the author, there are 2 variables with strong scale, namely globalization and the role of regional leader / political party. This phenomenon is inseparable from the economic and cultural strength of the City of Chicago, which was able to accelerate the activities of the sister city of the City of Chicago in 2004-2009. Besides this, after conducting research, the author later found an aspect that could cause sister city activities such as international phenomenon.
