Sehingga dalam menganalisa penyebab meningkatnya aktivitas sister city Kota Chicago pada tahun 2004-2009 penulis menggunakan konsep The Causes of the Blooming of the Paradiplomatic Activities yang ditulis Alexander S. Kuznetsov.
