Abstract
Laut Sulu merupakan wilayah teritori Filipina yang berbatasan langsung dengan Indonesia dan Malaysia dan menjadi salah satu jalur pelayaran alternative selain Selat Malaka. Jalur ini sering dilalui oleh kapal kargo yang memiliki angkatan batu bara dan menjadi salah satu destinasi wisata bawah laut oleh beberapa turis mancanegara. Namun selama tahun 2016 – 2017 beberapa aktivitas di Laut Sulu terpaksa dihentikan karena adanya ancaman maritim dari para perompak atau penjahat yang beroperasi di sekitar Laut Sulu yang menyebabkan kerugian ekonomi khususnya bagi Malaysia dan Indonesia dimana warga negara dari kedua negara tersebut dijadikan sandera oleh pelaku kejahatan maritim yang beroperasi di Laut Sulu. Penulis akan membahas mengenai proses kerjasama antara Malaysia, Filipina dan Indonesia dimana ketiga negara ini memiliki kepentingan atas Laut Sulu, salah satunya yaitu motif ekonomi dimana Laut Sulu digunakan sebagai jalur pengiriman komoditas. Dalam penelitian ini penulis melakukan analisa mengenai proses pengamanan Laut Sulu menggunakan konsep Cooperative Security yang memiliki tiga variabel yaitu ; Exploiting Changes, Overcoming Impediment dan Respond to Challenges.
English Abstract
The Sulu Sea is one of territory of the Philippines directly bordering with Indonesia and Malaysia and become one of the alternative shipping lanes besides the Malacca Strait. This path is often crossed by cargo ships that loaded with coal also become one of the underwater tourist destinations by several foreign tourists. However, during 2016 - 2017 some activities in the Sulu Sea had be stopped due to the maritime threat of pirates or criminals happened around the Sulu Sea that caused economic losses especially for Malaysia and Indonesia where citizens of both countries were kidnapped by maritime criminals which operates in the Sulu Sea. The author will discuss the cooperation process between Malaysia, Philippines and Indonesia where these three countries have an interest to Sulu Sea, one of them is economic motives where the Sulu Sea is used as a commodity shipping road. In this study the authors conducted an analysis of the Sulu Sea security process using the Cooperative Security concept which has three variables those are ; Exploiting Changes, Overcoming Impediment and Respond to Challenges.
