Abstract
Topik dalam penelitian ini adalah tentang pemberian bantuan luar negeri China ke Timor Leste pada tahun 2006 hingga 2011. Dalam kurun waktu tersebut nilai bantuan luar negeri yang diberikan oleh China ke Timor Leste cenderung fluktuatif. Pemberian bantuan luar negeri yang dilakukan oleh China ke Timor Leste tidak lepas dari adanya upaya dari China untuk membendung pengaruh Taiwan ke Timor Leste dan implementasi kebijakan China Peaceful Development Road, selain itu juga kaitannya dengan kondisi domestik Timor Leste yang salah satunya terkait dengan pergolakan politik dalam negeri. Penelitian ini menggunakan konsep foreign aid purposes dari Carol Lancaster. Hasil dari penelitian ini menunjukan bahwa bantuan luar negeri yang diberikan oleh China ke Timor Leste dalam kurun waktu 2006 hingga 2011 memiliki dua tujuan utama yakni commercial purposes dan diplomacy purposes. Terkait dengan commercial purposes, China menjual barang dan jasanya ke Pemerintah Timor Leste dengan nilai yang jauh lebih besar dibandingkan dengan nilai bantuan yang diberikan sedangkan dalam diplomacy puposes, adanya kepentingan dari China terkait dengan kebijakan One China Policy.
English Abstract
The topic in this study is about the granting of China foreign aid to Timor Leste from 2006 to 2011. During this span of time, the value of foreign aid provided by China to Timor Leste tended to be fluctuate. The granting of foreign aid by China to Timor Leste is inseparable from the efforts of China to impede Taiwan’s influence into Timor Leste, the implementation of the China Peaceful Development Road policy, and its related to Timor Leste's domestic conditions which is related to domestic political upheaval in Timor Leste. This study uses the concept of Foreign Aid Purposes from Carol Lancaster. The results of this study indicated that foreign aid provided by China to Timor Leste during 2006 to 2011 has two main purposes which is commercial purposes and diplomacy purposes. Commercial purposes shown through China sells goods and services to the Government of Timor Leste with a value far greater than the value of assistance provided, while in Diplomacy purposes shown through the interests of One China Policy from China.
