Abstract

Kekerasan dan eksploitasi kerap kali dialami oleh para PMI sektor informal di Arab Saudi. Tidak hanya itu, pihak Arab Saudi juga sering melakukan eksekusi mati secara sepihak tanpa adanya notifikasi kepada pemerintah Indonesia. Hal tersebut merupakan suatu ancaman yang nyata terkait dengan kehidupan PMI sektor domestik di Arab Saudi. Oleh karena itu, pemerintah Indonesia yakni Susilo Bambang Yudhoyono (SBY) mengambil langkah tegas untuk menangani permasalahan tersebut dengan memberlakukan moratorium yang efektif diberlakukan dari tahun 2011 dan kemudian diteruskan oleh Jokowi. Penelitian ini berupaya menganalisis bagaimana pemerintah Indonesia melakukan sekuritisasi terhadap isu pelanggaran HAM dengan menjabarkan proses sekuritisasi seperti speech act, acceptance by audience, dan extraordinary measure

English Abstract

Violence and exploitation are often experienced by PMI informal sector in Saudi Arabia. Not only that, Saudi Arabia also often carried out death executions without prior notification to the Indonesian government. This is a real threat related to the life of PMI in the domestic sector in Saudi Arabia. Therefore, the Indonesian government, Susilo Bambang Yudhoyono (SBY), took a decisive step to deal with the problem by imposing an effective moratorium in effect from 2011 and then continued by Jokowi. This research attempts to analyze how the Indonesian government securitizes human security issues by describing the securitization process such as speech act, acceptance by audience, and extraordinary measure
