Abstract

Pemerintah Kabupaten Sidoarjo khususnya Dinas Komunikasi dan Informatika (Diskominfo) memiliki tugas untuk menghubungkan Bupati dan Organisasi Perangkat Daerah (OPD) sehubungan dengan penyajian data pemerintahan masing-masing OPD. Selama ini, penyajian dan pengiriman data pemerintah ke Bupati Kabupaten Sidoarjo masih menerapkan proses manual yang membutuhkan banyak waktu dan upaya karena Diskominfo harus memproses data yang dikirim oleh OPD dalam bentuk salinan kertas atau dokumen lembar kerja Excel ke dalam bentuk diagram dan grafik sehingga Bupati dapat dengan mudah memahami data yang dikirim. Data yang dikirim oleh OPD masih belum dalam bentuk paket informasi, sehingga pemrosesan data membutuhkan waktu lama. Ini mencegah proses pengambilan keputusan bupati. Berdasarkan masalah ini, diperlukan Sistem Informasi Eksekutif Dashboard E-Government diperlukan berbasis Android dan Website sehingga data pemerintah yang diperlukan oleh Bupati dapat diakses baik melalui aplikasi mobile maupun komputer dengan mengambil data yang tersedia di data warehouse dengan bantuan web service. Analisis dan perancangan sistem ini menggunakan metode object oriented design analysis (OOAD). Dari hasil penelitian ini, dihasilkan proses bisnis saat ini dan usulan, analisis kebutuhan pengguna, perancangan sistem dan antarmuka pengguna. Hasil dari perancangan sistem ini dievaluasi dengan traceability matrix dan consistency analysis. Hasil evaluasi perancangan menunjukkan bahwa kebutuhan pengguna telah terdefinisikan dan terfasilitasi serta memiliki tingkat konsistensi yang tinggi dan dapat membantu Bupati dalam melihat dan menindaklanjuti data pemerintah yang terdapat dalam Sistem Informasi Eksekutif Dashboard E-Government.

English Abstract

The Government of Sidoarjo Regency especially the Communication and Information Office (Diskominfo) has the task to connect the Organisasi Perangkat Daerah (OPD) to present the government data from each OPD. During this time, the presentation and delivery of government data to the Mayor of Sidoarjo Regency still uses manual process that requires a lot of time and effort because Diskominfo must process data sent by the OPD in the form of work paper or Excel worksheet documents in the form of diagrams and graphs so that the Mayor can easily understand the data from OPD. Data sent by OPD is still not in the form information packages, so data processing takes a long time. This will make the Mayor's decision-making process take a long time. Based on this problem, the Executive Information Sistem Dashboard E-Government needed is needed based on Android and Website so that government data needed by the Mayor can be accessed either through mobile or computer applications by taking data from the data warehouse with the help of web services. Analysis and design of this sistem will use the method of object-oriented design analysis (OOAD). From the results of this study, current business processes and proposals are generated, analysis of user needs, sistem design and user interface. The results of the design of this sistem are evaluated by traceability matrix and consistency analysis. The results of the design evaluation show that user needs have been defined and facilitated and have a high level of consistency and can help the Mayor in viewing and following up on government data contained in the Executive Information Sistem Dashboard E-Government.
