Abstract
Pemerintah Indonesia memiliki kewajiban dan tanggung jawab dalam menyenggarakan transportasi untuk kepentingan publik, meskipun pemerintah juga harus mengupayakan jaminan keselamatan transportasi kepada masyarakat untuk menghindari kecelakaan lalu lintas. Antisipasi tersebut diaktualisasikan melalui produk kebijakan publik oleh pemerintah melalui Kementerian Perhubungan Republik Indonesia yang membuat produk kebijakan berupa pengujian kendaraan bermotor yang diperuntukan jenis kendaraan angkutan barang seperti truk dan kendaraan angkutan orang seperti bus serta kebijakan ini bertujuan sebagai taat administrasi, mendukung kelestarian lingkungan dan keselamatan lalu lintas. Implementasi kebijakan ini dilaksanakan secara nasional pada seluruh wilayah Indonesia, seperti diwilayah Kota Kediri Provinsi Jawa Timur. Kebijakan pengujian kendaraan bermotor di Kota Kediri belum mampu diimplementasikan secara efektif oleh Dinas Perhubungan Kota Kediri terbukti masih banyak pelanggaran berupa tidak melaksanakan pengujian kendaraan bermotor bagi masyarakat yang memiliki kualifikasi kendaraan tersebut serta tentu memungkinkan terjadinya kecelakaan lalu lintas. Tujuan dari penelitian ini yaitu untuk mendeskripsikan implementasi kebijakan pengujian kendaraan bermotor beserta faktor pendukung dan penghambatnya. Jenis penelitian yang digunakan yaitu deskipitif kualitatif dengan informan seluruh pihak terkait kebijakan pengujian kendaraan bermotor di Kota Kediri. Pada penelitian ini teknik pengumpulan data yang digunakan adalah dokumentasi, observasi dan wawancara secara langsung dilapangan yang bersifat aktual. Dalam penelitian ini menunjukan hasil bahwa dari adanya masyarakat yang tidak melaksanakan pengujian kendaraan bermotor berakibat pada adanya kecelakaan lalu lintas melibatkan kendaraan wajib pengujian. Identifikasi masalah menggunakan teori Edward III, 1980 Implementasi kebijakan publik pada Dinas Perhubungan Kota Kediri menunjukan bahwa faktor komunikasi kepada masyarakat atas sosialiasi kebijakan yang harus diberikan kepada masyarakat belum bisa terlaksana dengan baik, latar belakang adanya masalah ini karena tidak ada bidang tertentu pada Unit Pelaksana Teknis Daerah Pengujian Kendaraan Bermotor yang memiliki tugas dan fungsi dalam mensosialisasikan kebijakan pengujian kendaraan bermotor karena keterbatasan anggaran. Dampaknya adalah adanya data kecelakaan lalu lintas yang melibatkan kendaraan wajib pengujian kendaraan bermotor karena banyaknya kendaraan yang tidak lulus pengujian dan melaksanakan pengujian ulang. Adapun faktor pendukung implementasi kebijakan pegujian kendaraan bermotor di Kota Kediri melalui Unit Pelaksana Teknis Daerah yaitu adanya dukungan komunikasi internal dalam dialog setiap apel pagi, faktor sumber daya yang ada telah memenuhi grade dan standard teknis pengujian, disposisi yang dilaksanakan sesuai dengan prosedur yang ada serta transparansi biaya pengujian kendaraan bermotor, adanya faktor struktur birokrasi yang jelas sesuai dengan tugas pokok dan fungsinya dan standart operational procedure yang jelas atas pengujian kendaraan bermotor serta dasar hukum yang jelas atas kebijakan pengujian kendaraan bermotor. Adapun faktor penghambatnya adalah tidak adanya kegiatan sosialisasi kepada masyarakat terkait kebijakan pengujian kendaran bermotor dikarenakan keterbatasan angaran unit pelaksana teknis pengujian kendaraan bermotor Kota Kediri.
English Abstract
The Indonesian government has obligations and responsibilities, organizing transportation for the public interest, even though the government must also seek transportation safety guarantees to the public to avoid traffic accidents. Anticipation is actualized through public policy products by the government through the Ministry of Transportation of the Republic of Indonesia which makes policy products in the form of testing motorized vehicles intended for types of freight vehicles such as trucks and public transport vehicles such as buses and this policy aims to obey administration, support environmental sustainability and safety traffic. The implementation of this policy is implemented nationally in all regions of Indonesia, such as in the area of Kediri City, East Java Province. The policy of testing motorized vehicles in the City of Kediri has not been able to be implemented effectively by the Transportation Office of the City of Kediri. It is proven that there are still many violations in the form of not carrying out motorized vehicle testing for people who have the vehicle qualifications and of course allowing traffic accidents. The purpose of this study is to describe the implementation of the motor vehicle testing policy along with its supporting factors and inhibitors. The type of research used was qualitative descriptive with informants from all parties related to motor vehicle testing policies in the City of Kediri. In this study data collection techniques used are documentation, observation and interviews directly in the field that are actual in nature. In this study the results show that the existence of people who do not carry out motor vehicle testing results in traffic accidents involving mandatory testing vehicles. Identification of problems using the theory of Edward III, 1980 Implementation of public policy at the Department of Transportation of the City of Kediri shows that the communication factor to the community for the policy socialization that must be given to the community has not been implemented properly, the background of this problem is because there is no specific field in the Technical Implementation Unit Areas of Motorized Vehicle Testing that have duties and functions in disseminating motor vehicle testing policies due to budget constraints. The impact is the existence of data on traffic accidents involving compulsory vehicles testing motor vehicles because of the large number of vehicles that do not pass testing and carry out retesting. As for the supporting factors for the implementation of the motor vehicle testing policy in the City of Kediri through the Regional Technical Implementation Unit namely the existence of internal communication support in the dialogue every morning, the existing resource factors have met the grade and technical standard of testing, the disposition carried out in accordance with existing procedures and transparency the cost of testing motorized vehicles, the existence of a clear bureaucratic structure factor in accordance with the main tasks and functions and a clear operational procedure standard for testing motorized vehicles and a clear legal basis for motor vehicle testing policies. The inhibiting factor is the absence of socialization activities to the public regarding the policy of testing motorized vehicles due to the limited budget of the technical implementation unit of the testing of motor vehicles in the City of Kediri.
