Abstract

Kantor Kesyahbandaran dan Otoritas Pelabuhan Kelas III Sampit merupakan sebuah instansi yang memiliki tugas pokok untuk melaksanakan pengawasan dan penegakan hukum pada bidang keselamatan dam kemanan berlayar. Didalam Kantor Kesyahbandaran dan Otoritas Pelabuhan Kelas III Sampit terdapat seksi keselamatan berlayar yang memiliki proses bisnis ijin lapor tiba kapal, ijin olah gerak kapal, ijin bongkar muat barang dan surat persetujuan berlayar. Pada saat menjalankan proses bisnis ditemukan proses bisnis yang kurang efektif dan efisien seperti kurangnya informasi yang diberikan kepada pemohon terkait pengajuan, terjadi proses yang berulang, pembukuan dan pengarsipan masih dilakukan secara manual sehingga dapat menimbulkan masalah lainnya. Dengan timbulnya permasalahan tersebut, diperlukannya evaluasi dan perbaikan proses bisnis agar dapat mengatasi permasalahan tersebut. Metode yang digunakan dalam melakukan analisis akar permasalahan adalah metode Failure Mode and Effect Analysis dan Five Whys Analysis. Untuk melakukan pemodelan digunakan metode Business Process Modeling and Notation, serta metode Business Process Improvement untuk melakukan perbaikan proses bisnis. Setelah itu dilakukan simulasi proses bisnis saat ini (as-is) dan rekomendasi (to-be) untuk mengetahui seberapa besar peningkatan waktu yang didapat. Pada simulasi proses bisnis lapor tiba kapal terjadi peningkatan waktu sebesar 66,21%. Peningkatan tersebut dikarenakan adanya perbaikan aktifitas dan pemanfaatan sistem informasi dalam menjalankan proses bisnis rekomendasi yang telah dibuat.

English Abstract

The Harbormaster's and Port Authority Office Class III Sampit is an agency that has the main task of carrying out supervision and law enforcement in the field of safety and security of sailing. Inside The Harbormaster's Office and Port Authority Office Class III Sampit, there is a sailing safety section that has a business process of ship arriving permit, ship moving permit, loading and unloading permit and sailing approval. When running a business process it is found that business processes are less effective and efficient such as lack of information given to the applicant related to the submission, repeated processes occur, bookkeeping and filing are still manually so that it can cause other problems. With the emergence of these problems, the need for evaluation and improvement of business processes in order to overcome these problems. The method used in analyzing root causes is the Failure Mode and Effect Analysis and Five Whys Analysis methods. To do the modeling used the Business Process Modeling and Notation method, and the Business Process Improvement method to improve business processes. After that a simulation of the current business process (as-is) and recommendations (to-be) is to find out how much time is gained. In the business process simulation report the ship arrived an increase in time by 66.21%. The increase was due to an improvement in the activities and utilization of information systems in carrying out business processes recommendations.
