Abstract

Semenjak pertengahan tahun 2013 hingga 2014, puluhan ribu imigran ilegal yang berasal dari Amerika Tengah berbondong-bondong menuju ke AS, yang mana didalamnya terdapat ratusan ribu imigran ilegal dan puluhan ribu imigran anak tanpa pendamping. Kejadian ini dikenal sebagai “Krisis Imigrasi Amerika 2014”. Mereka menuju ke AS dengan transit melalui Meksiko. Pemerintah Meksiko yang sebelumnya cenderung netral terhadap para trans-migran ilegal ini, mengambil keputusan untuk melakukan kontrol penuh di perbatasan selatannya, di mana menjadi pintu masuk utama dari para trans-migran ilegal ini. Pemerintah Meksiko memberlakukan Programa Frontera Sur (Program Perbatasan Selatan) pada 7 Juli 2014, program ini ditujukan untuk mengontrol arus migrasi dan meningkatkan keamanan di perbatasan selatan. Angka penahanan dan deportasi Meksiko pun melonjak tajam setelah pemberlakuannya. Penulis tertarik untuk meneliti pengambilan keputusan Meksiko dalam pemberlakuan Programa Frontera Sur tersebut. Penulis menganalisis pengambilan keputusan Pemerintah Meksiko melalui Rational Actor Model atau Model I dari Graham T. Allison dalam bukunya yang berjudul Essence of Decision (1971). Penulis menemukan bahwa Pemerintah Meksiko mengambil keputusan tersebut melalui empat proses tahapan rasional.

English Abstract

From the mid of 2013 to 2014, tens of thousands of illegal immigrants from Central America flocked to the US, which included hundreds of thousands of illegal immigrants and tens of thousands of unaccompanied child immigrants. This incident was known as the "2014 American Immigration Crisis". They headed to the US by transit through Mexico. The Mexican government, which had previously tended to be neutral towards illegal trans-migrants, made the decision to exercise full control on its southern border, which is the main entrance for these illegal trans-migrants. The Mexican Government enacted thePrograma Frontera Sur(South Border Program) on July 7, 2014, this program is aimed at controlling the flow of migration and increasing security at the southern border. Mexican detention and deportation rates have jumped sharply after its entry into force. The author is interested in examining Mexico's decision making in the implementation of the Frontera Sur Program. The author analyzes the decision of the Government of Mexico through the Rational Actor Model or Model I from Graham T. Allison in his book Essence of Decision (1971). Myfinding is that the Mexican Government made the decision through four rational stages of the process.
