Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas program deradikalisasi bagi return fighters ISIS oleh Badan Nasional Penanggulangan Terorisme di Indonesia. Fenomena foreign terrorist fighter ISIS yang kembali ke negara asalnya, seperti Indonesia memunculkan permasalahan baru. Pemerintah Indonesia perlu serangkaian tanggapan dalam mengatasi permasalahan return fighters ISIS ini, dan salah satunya adalah melalui program deradikalisasi oleh BNPT. Program deradikalisasi tersebut telah dijalankan secara efektif bersamaan dengan penetapan BNPT sebagai lembaga yang bertanggung jawab langsung semenjak tahun 2012-2019. Peneliti berusaha untuk mengetahui efektivitas program deradikalisasi tersebut setelah mengetahui sejumlah anggapan bahwa program tersebut tidak berjalan secara efektif. Efektivitas program tersebut diketahui melalui penggunaan teori deradikalisasi dan juga konsep Rome Memorandum – Good Practice For Rehabilitation and Reintegration of Violent Extremist Offenders.

English Abstract

This research aims to determine the effectiveness of the de-radicalization program for return fighters ISIS by the National Counterterrorism Agency in Indonesia. The phenomenon of ISIS's foreign terrorist fighter returning to their home country, such as Indonesia, raises new problems. The Indonesian government needs a series of responses in overcoming theproblem return fighters ISIS , and one of them is through the deradicalization program by BNPT. The de-radicalization program has been carried out effectively in conjunction with the establishment of BNPT as the directly responsible institution since 2012-2019. The researcher tried to find out the effectiveness of the deradicalization program after knowing a number of assumptions that the program did not run effectively. The effectiveness of the program is known through the use of deradicalization theory and also the concept of Rome Memorandum - Good Practice For Rehabilitation and Reintegration of Violent Extremist Offenders.
