Abstract
Penelitian ini bertujuan untuk mendeskripsikan upaya pemberdayaan keluarga disabilitas intelektual melalui program rehabilitasi sosial berbasis keluarga Di Desa Kuripan Kecamatan Wonokromo Kabupaten Wonosobo, penelitian ini mengkaji bagaimana proses upaya pemberdayaan yang dilakukan oleh Balai Besar Rehabilitasi Sosial Penyandang Disabilitas Intelektual di Temanggung melalui program rehabilitasi sosial berbasis keluarga (RSBK), metode yang digunakan adalah kualitatif deskriptif, penentuan informan penelitian mengunakan teknik purpose sampling untuk informan peneliti berjumlah 15 orang yang terdiri dari keluarga disabilitas intelektual meliputi orang tua dan anak disabilitas intelektual, pelaksana program dari BBRSPDI dan tenaga pendamping Sumber data dalam penelitian ini adalah observasi, wawancara, dokumentasi dan studi pustaka Hasil penelitian ini mengunakan konsep pemberdayaan menurut Adi Isbandi Rukminto yaitu tahap persiapan,tahap assesment, tahap perencanaan alternatif program,tahap performulaan rencana aksi, tahap pelaksanaan program, tahap evaluasi proses dan hasil perubahan,tahap terminasi. Dalam proses tahap pemberdayaan ini upaya pemberdayaan sudah dilakukan hal ini sesuai dengan konsep tahapan pemberdayaan menurut Adi Isbandi Rukminto namun dalam pemberdayaan ini tahap pemberdayaan tersebut sebagaimana yang ditemukan di dalam lapangan belum sepenuhnya dipahami sebagai proses pemberdayaaan dalam konteks konsep menurut Adi mulai tahap verifikasi data hingga tahap evaluasi kurang sejalan dengan tahapan yang ada di lapangan,namun proses pemberdayaan tetap berjalan walaupun didominasi oleh tenaga pendamping dan pihak pelaksana BBRSPDI dan keluarga disabilitas hanya menerima pemberdayaan saja namun hasil proses pemberdayaan mampu memberikan kemandirian disabilitas intelektual.
English Abstract
This study aims to describe efforts to empower families of intellectual disabilities through family-based social rehabilitation programs in Kuripan Village, Wonokromo District, Wonosobo Regency This study examines how the empowerment process carried out by the Center for Social Rehabilitation of Persons with Intellectual Disabilities in Temanggung through a family-based social rehabilitation program (RSBK), the method used is descriptive qualitative, Determination of research informants using purpose sampling techniques for 15 informants consisting of families of intellectual disabilities including parents and children of intellectual disabilities, program implementers from BBRSPDI and assistants The data sources in this study were observation, interviews, documentation and literature study. The results of this study use the concept of empowerment by the concept according to Adi Isbandi Rukminto, namely the preparation phase, the assessment stage, the alternative planning stage, the action plan performance stage, the program implementation stage, the process evaluation stage and the results of changes, the termination stage In the process of this empowerment phase the empowerment effort has been carried out according to the concept of the empowerment stage according to Adi Isbandi Rukminto, but in this empowerment phase as found in the field is not fully understood as the empowerment process in the context of the concept according to Adi from the data verification stage to the stage evaluation is not in line with the stages in the field, However, the empowerment process continues even though it is dominated by assistants and the implementing agency of the BBRSPDI and the disabled family only accepts empowerment, but the results of the empowerment process are able to provide independence of intellectual disabilities.
