Abstract
Masalah sosial kini tidak lagi menjadi masalah yang hanya dialami oleh orang dewasa saja, namun masalah sosial juga menjadi masalah yang dialami oleh anakanak juga salah satunya ialah permasalahan anak-anak jalanan, dimana anak-anak jalanan adalah anak-anak yang sebagian besar waktunya dihabiskan di jalanan, biasanya mereka berada dijalanan untuk mencari penghasilan guna mencukupi kebutuhan mereka sehari-hari. Dengan meningkatnya jumlah anak jalanan yang berada di Kota Malang maka sudah menjadi tugas dan tanggung jawab Dinas Sosial untuk mengambil tindakan preventif dan juga untuk mengembalikan fungsi sosial mereka sebagai anak-anak pada umumnya. Dalam penelitian ini penulis menggunakan metode kualitatif dengan jenis penelitian deskriptif untuk menyajikan hasil penelitian dengan menggambarkan keadaan yang sebenar-benarnya. Hasil dari penelitian ini dapat dilihat dari empat indicator yakni Komunikasi, Sumberdaya, Disposisi, Struktur Birokrasi. Komunikasi yang dilakukan oleh Pemerintah Kota Malang dalam menyampaikan progam-program terkait masalah anak jalanan dinilai masih kurang, Sumberdaya dibagi menjadi dua yakni sumberdaya manusia dan sumberdaya anggaran, untuk sumberdaya manusia dinilai masih kurang dikarenakan kualitas dan kuantitas dari para pekerja sosial masih dinilai belum cukup. Sementara untuk sumberdaya anggaran dinilai sudah cukup untuk membangun fasilitas untuk para anak-anak jalanan dan untuk membagun kualitas pekerja, untuk disposisi sudah baik dikarenakan para petugas lapangan yaitu para pekerja sosial sudah bekerja dengan kesungguhan dalam membimbing anak-anak jalanan. Struktur birokrasi yang ada Dinas Sosial Malang juga tergolong sederhana dan mudah untuk diakses karena mempunyai alur yang mudah dan cepat dalam proses penggerjaannya walaupun Dinas Sosial tidak memiliki Standart Operation secara tertulis. Dari hasil penelitian yang sudah ditemukan secara keseluruhan Dinas Sosial masih ada yang kurang baik yakni dari segi komunikasi dari dinas ke masyarakat, pembagian anggaran khusus untuk anak jalanan juga belum bisa disediakan oleh Dinas Sosial.
English Abstract

With the increasing number of street children in the city of Malang, it is already the duty and responsibility of the social service to take preventive measures and also to restore their social functions as children in general. In this study the authors used qualitative methods with a type of descriptive research to present the results of the research by describing the condition of the truth. The results of this research can be seen from four indicators namely communication, resource, disposition, bureaucratic structure. Communication conducted by the city government of Malang in delivering programs related to the problem of street children assessed still lacking, resource is divided into two namely human resources and budget resources, for human resources assessed Still less because the quality and quantity of the social workers are still judged not enough. While the budget resources are assessed enough to build facilities for the children of the street and to develop the quality of workers, for the disposition is good because the field officers are the social workers are already working with In guiding the children of the streets. The bureaucratic structure of the social service department of Malang is also simple and accessible because it has an easy and quick flow in the process of drilling even if the social service does not have a Standart Operation in writing. From the research results that have been found in the overall social service there is still a lack of good that is in terms of communication from the service to the community, the distribution of special budgets for street children can not be provided by the social service.
