Abstract
Penelitian ini bertujuan untuk menjelaskan respon yang diberikan oleh Pemerintah Indonesia terhadap kebijakan diskriminatif Delegated Act RED II (Renewable Energy Directive II) yang dikeluarkan oleh Uni Eropa pada tahun 2018 terkait dengan pembatasan penggunaan biofuel berbasis CPO. Adapun respon yang kemudian diteliti dalam penelitian ini adalah negosiasi yang dilakukan oleh Indonesia dengan pihak Uni Eropa. Penelitian ini kemudian dijelaskan dengan menggunakan teori Two-Level Games yang dikemukakan oleh Robert D. Putnam. Melalui penelitian ini, penulis menemukan bahwa hasil akhir daripada pengukuran win-set yang dimiliki oleh setiap pihak dalam negosiasi, baik pada Level I Internasional maupun Level II Domestik menunjukkan ketiadaan tumpang tindih (overlap) win-set antara satu sama lain. Adapun faktor yang menyebabkan hal tersebut adalah win-set Uni Eropa yang berukuran kecil sedangkan win-set Indonesia berukuran besar namun tidak cukup besar untuk mengalami overlap dengan win-set yang dimiliki oleh Uni Eropa. Ketiadaan overlap win-set inilah yang kemudian menyebebakan negosiasi yang dilakukan oleh Indonesia dan Uni Eropa dikatakan gagal.
English Abstract
This research aims to explain the response of Indonesian Government towards European Union discriminative act Delegated Act RED II (Renewable Energy Directive II) which is adopted in 2018 and talks about the restrictions on the use of Crude Palm Oil (CPO) based biofuels. As for the response that will be examined in this research is the negotiations between Indonesia and European Union. The case on this research will be analyzed with Two-Level Games theory from Robert D. Putnam. The result of this research shows that the final measurement of every parties win-set on the international and domestic level is did not overlap each other. Factors that caused this result is the size of European Union win-set that is very small, meanwhile the size of Indonesia win-set is big but not big enough to make any overlap with the European Union win-set. The absence of this overlapping winset between Indonesia and European Union then concluded the negotiation between these parties is considered failed.
