Abstract
Penelitian ini membahas konflik antara warga dengan pihak proyek pengadaan tanah untuk membangun jalan tol Ngawi - Kertosono. Konflik berawal ketika adanya sosialisasi dari P2T (Panitia Pengadaan Tanah) mendatangi satu persatu rumah yang akan terkena proyek jalan tol untuk bernegoisasi harga dengan pemilik rumah. Namun harga yang ditawarkan ketika itu ditolak. Penelitian ini dilakukan untuk menganalisis konflik sosial warga Putren dalam pembangunan jalan tol Ngawi - Kertosono, reaksi warga dengan penawaran yang dilakukan pihak proyek serta pengaduan warga pada Pemerintah untuk turun tangan memberikan solusi yang tepat bagi warga yang terkena proyek jalan tol. Teknik analisis data yang mendukung untuk penelitian ini menggunakan teori konflik Lewis A. Coser, konflik tersebut muncul dan berjalan kemudian adanya safety value (katup penyelamat) serta peran-perannya didalam konflik sosial tersebut. Dari hasil penelitian disimpulkan bahwa konflik yang terjadi antara warga dengan pihak proyek pembangunan jalan tol menimbulkan konflik yang realistis, warga bersikukuh tidak bersedia memebebaskan lahannya untuk pembangunan jalan tol dengan berbagai alasan. Namun yang menjadi penyebab utama adalah belum adanya kesepakatan harga yang disetujui oleh warga dari P2T. Warga yang berkonflik tersebut terbentuk solidaritas atau integrasi yang juga mempengaruhi warga lain supaya tidak menyepakati harga yang ditawarkan. Proses penyelesaian ganti rugi pun dimusyawarahkan melalui konsinyasi yang merupakan titik terakhir dari pengaduan warga mengenai harga yang diinginkan.
English Abstract
Evaluation of conflicts arise between people with the land acquisition project to build the Ngawi - Kertosono toll road. The conflict began when the socialization of P2T (Land Acquisition Committee) came to the house one by one that would be affected by highway projects to negotiate the price with the owner of the house, but the price offered when it was rejected. This study was conducted to analyze the social conflict in the development of citizens Putren Ngawi - Kertosono toll road people react to the project bid do and complaints of citizens on the Government to intervene to provide the perfect solution for people affected highway projects. File analysis techniques that support for this study using the theory of Lewis A. Coser conflict, how conflict arises and runs then any value of safety (safety valve) as well as roles in social conflict. The final conclusion is that the conflict between the residents and the highway construction projects pose a realistic conflict, the people are not willing insisted land for the construction of toll roads for various reasons, but the main cause is the absence of a price agreement approved by residents of P2T. Residents are conflicting formed solidarity or integration which also affects other people that do not agree on the price offered. Compensation settlement process was discussed through consignment which is the last point of the complaints of citizens regarding the desired price.
