Abstract
Penelitian ini membahas tentang alur perkembangan konflik yang terjadi di Pulau Sempu. Alur perkembangan konflik ini melibatkan banyak aktor seperti masyarakat sekitar, pihak petugas, dan dinas pariwisata. Konflik ini muncul karena usulan dari pihak masyarakat yang menginginkan Pulau Sempu sebagai Cagar Alam. Disini terjadi perbedaan kepentingan dimana pihak petugas mengikuti sesuai aturan bahwa Pulau Sempu sebagai Cagar Alam, maka terjadilah konflik. Penelitian ini menggunakan metode kualitatif deskriptif sebagai alat untuk menganalisis alur dan penyebab konflik yang ada di Pulau Sempu. Penelitian ini menggunakan alur konflik dari Kiesberg yang menjelaskan dari awal mulanya konflik sampai hasil konflik. Dengan adanya konflik tersebut diambil resolusi konflik dengan cara pengkajian ulang lokasi dari pihak LIPI, apakah memang layak sebagai wisata alam atau tidak. Setelah pengkajian ulang maka ditetapkan Pulau Sempu sebagai Cagar Alam. Masyarakat sekitar merasa kehilangan pekerjaan dan mereka kembali ke profesi semula sebagai petani atau nelayan.
English Abstract
This study discusses the flow of development of conflict that occurred on Sempu Island. The flow of the development of this conflict involves many actors such as the surrounding community, the officials, and the tourism office. This conflict arose because of proposals from the community who wanted Sempu Island as a Nature Reserve. Here there are differences in interests where the officers follow according to the rules that Sempu Island as a Nature Reserve, then there was a conflict. This research uses descriptive qualitative method as a tool to analyze the flow and causes of conflict in Sempu Island. This study uses a conflict plot from Kiesberg that explains from the very beginning of the conflict to the outcome of the conflict. With the conflict, conflict resolution is taken by reviewing the location of the LIPI, whether it is appropriate as a natural tourism or not. After a review, Sempu Island was designated a Nature Reserve. Surrounding communities feel lost their jobs and they return to their original profession as farmers or fishermen.
