Abstract
Penelitian studi kasus ini terkait sisi ekonomi politik berdasarkan perspektif David Harvey dalam kebijakan pembangunan perumahan dengan mengacu kepada Perda Kota Depok No. 2 Tahun 2016 tentang bangunan dan izin mendirikan bangunan, permasalahan terhadap perancangan peraturan daerah tersebut serta implemetasinya lalu menganalisis kepentingan aktor-aktor politik yang terlibat dalam proses pembuatan (Decision Making) kebijakan perumahan yang dinyatakan dalam Perda No. 2 tahun 2016 di Kota Depok, serta tanggapan masyarakat di Kota Depok terhadap pemberlakuan perda no. 2 tahun 2016 tentang Bangunan dan Izin Mendirikan Bangunan. Teori yang digunakan adalah Teori Economy of Spaces oleh David Harvey. Kerangka konseptual yang digunakan oleh penelitian ini adalah Kebijakan Publik dan Pengambilan Keputusan (Decision Making). Penelitian ini menggunakan metode penelitian kualitatif deskriptif, peneliti menggunakan kumpulan data yang berupa RPJMD, Data BPS, Data IMB Dinas Perizinan, Berita dan Wawancara dengan Aktor Pemerintahan, Aktor Ekonomi serta Anggota REI dan IKANAT. Hasil penelitian ini menunjukkan bahwa permasalahan akses masyarakat miskin terhadap akses pasar perumahan. Di Kota Depok masyarakat miskin tidak dapat mengakses perumahan yang dibangun oleh pengembang. Pemerintah Kota dalam hal ini tidak berperan untuk mengakomodasi masyarakat miskin atau yang biasa disebut MBR dalam mengakses perumahan yang terjangkau dan layak huni. Pemerintah tidak mampu menyediakan perumahan dalam skala besar sehingga terjalinlah relasi dengan pengembang perumahan besar. Kemampuan pengembang perumahan besar dalam menyediakan perumahan membantu pemerintah kota dalam pemenuhan perumahan dan kawasan permukiman. English Abstract
This case study research is related to the political economy based on David Harvey's perspective in housing development policy by referring to Local Government Regulation Number 2, 2016 in the city of Depok concerning buildings and building permits, problems with the drafting of the regional regulation and its implementation then analyzed the interests of political actors involved in the housing policy process stated in Local Government Regulation Number 2, 2016 in the city of Depok, as well as the response of the community in the city of Depok to the enactment of perda no. 2 of 2016 concerning Buildings and Building Permit. The theory used is the Economy of Spaces Theory by David Harvey. The conceptual framework used by this research is Public Policy and Decision Making. This study uses descriptive qualitative research methods, researchers use data collection in the form of RPJMD, BPS‘s Datas, Licensing Department‘s IMB Data, News and Interviews with Government Actors, Economic Actors and Members of REI and IKANAT. The results of this study indicate that the problem of poor people's access to housing market access. In Depok City the poor cannot access housing built by developers. The City Government in this case does not have a role to accommodate the poor or commonly referred to as MBR in accessing affordable and livable housing. The government is not able to provide housing on a large scale so there is a relationship with large housing developers. The ability of large housing developers to provide housing helps the city government in fulfilling housing and residential areas. The relationship between political actors and economic actors is a form of shadowy form of governance called a "business partnership.
