Abstract

Pengelolaan pertanian organik di Indonesia dibandingkan dengan beberapa contoh pertanian organik di negara maju memunculkan gap, yaitu pada pembentukan value co-creation. Pengelolaan tersebut menjadi permasalahan yang dihadapi oleh petani di Lingkungan RT 11, yaitu belum ada insentif yang memadai untuk petani organik; 2) perlu investasi mahal karena biaya sertifikasi yang tinggi; dan 3) belum ada kepastian pasar. Kompleksitas permasalahan tersebut tentunya menghambat pengelolaan pertanian organik di sana. Tujuan pada penelitian ini untuk menganalisis kondisi nyata (Real World) dan mengembangkan model strategi Desa Berbasis Organik melalui value co-creation di Lingkungan RT 11, Dusun Wonokasian, Desa Pagedangan, Kabupaten Malang. Sedangkan pada pada penelitian ini menggunakan metode Soft System Methodology (SSM) dengan pendekatan kualitatif sebagai proses dalam menemukan dan mengembangkan model strategi Desa Berbasis Organik. Hasil penelitian ini dapat dilihat dari kondisi nyata (real world) yang terjadi pada pengelolaan pertanian organik di Lingkungan RT 11 masih dijalankan oleh inisiator dan dibantu oleh Kelompok Wanita Tani (KWT) dan “Suku Ndalu”. Peran Pemerintah Desa Pagedangan dan Dinas Pertanian terkait masih belum terlibat dalam pengelolaan pertanian organik. Hal ini menunjukkan bahwa belum tercapainya kolaborasi antar aktor dalam menciptakan value pada pengelolaan pertanian organik di Lingkungan RT 11, sehingga berdampak terhadap pengelolaan sebagai bentuk proses pembentukan value co-creation. Terdapat model yang dirumuskan oleh peneliti melalui tahapan SSM sebagai bentuk strategi pengembangan Desa Berbasis Organik yang bertujuan untuk mengintegrasikan antar aktor (A2A) sehingga dapat terwujudnya 1) service exchange; 2) generic actors; 3) resource integration; 4) service exchange; dan 5) institute & institutional arrangements sebagai basis dalam menciptakan value co-creation pertanian organik di Lingkungan RT 11.

English Abstract

The management of organic agriculture in Indonesia compared to several examples of organic agriculture in developed countries raises a gap, namely in the formation of value co-creation. The management becomes a problem faced by farmers in the RT 11 environment, namely there are no adequate incentives for organic farmers; 2) expensive investment because of high certification costs; and 3) there is no market certainty. The complexity of these problems certainly hampers the management of organic agriculture there. The purpose of this study was to analyze the real situation and develop a village-based organic strategy model through value co-creation in RT 11. This study used the Soft System Methodology (SSM) method with a qualitative approach as a process in finding and developing a strategy model of an Organic Village. The results of this study can be seen from the real situation that occurred in the management of organic farming in the RT 11, which was still carried out by the initiator and supported by the Farmer Women Group (KWT) and the "Suku Ndalu". The role of the Pagedangan Village Government and the related Agriculture Service were still not involved in managing organic agriculture. This shows that the collaboration among actors has not been achieved in creating value in the management of organic agriculture in the RT 11, so that it has an impact on management as a form of the process of forming value co-creation. There is a model formulated by the researcher through the stages of SSM as a form of strategy for developing Organic Based Villages that aims to integrate actors (A2A) so that 1) service exchange can be realized; 2) generic actors; 3) resource integration; 4) service exchange; and 5) institute & institutional arrangements as the basis in creating value co-creation of organic agriculture in RT 11.
