Abstract
Kebutuhan atas lahan seringkali memunculkan gerakan-gerakan sosial yang dilakukan oleh masyarakat untuk selanjutnya memperjuangkan hak atas lahan mereka. Hal ini juga terjadi di Kecamatan Pacet, Kabupaten Mojokerto. Konflik lahan didasari pada klaim negara atas kepemilikan lahan hutan dimana masyarakat eks-Desa Sendi hidup, yang hari ini perjuangan mengambil kembali lahan masyarakat Sendi diwakili oleh FPR (Forum Perjuangan Rakyat). Peneliti dalam menganalisis gerakan sosial FPR menggunakan teori yang diperkenalkan oleh Mc Adam, Mc Carthy dan Zald dengan 3 indikatornya Struktur Kesempatan Politik, Struktur Mobilisasi dan Pembingkaian Kultural. Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif. Temnuan lapangan menunjukkan pada model pertama ada 3 temuan yaitu “kondisi pasca reformasi, produk hukum yang mendukung gerakan dan dukungan dari elite lokal”. Pada model kedua ada 2 temuan, yaitu “pengelolaan potensi alam dan adat serta Tim Sepuluh”. Pada model ketiga ada 2 temuan, yaitu “bantuan dari lembaga eksternal gerakan dan dibentuknya lembaga masyarakat hukum adat”.
English Abstract
The need for land often leads to social movements carried out by the community to further fight for their land rights. This also happened in Pacet Subdistrict, Mojokerto Regency. Land conflicts are based on state claims over ownership of forest land where the ex-Sendi Village community lives, which today is the struggle to take back the Sendi community land represented by the FPR (Forum Perjuangan Rakyat). Researchers in analyzing FPR social movements used a theory introduced by Mc Adam, Mc Carthy and Zald with 3 indicators of Political Opportunity Structure, Mobilization Structure and Cultural Framing. The research method used is descriptive qualitative research. Field findings show that in the first model there are 3 findings: "post-reform conditions, legal products that support the movement and support from the local elite". In the second model there are 2 findings, namely "management of natural and indigenous potentials, and the Tim Sepuluh". In the third model there are 2 findings, namely "assistance from external institutions of the movement and the establishment of traditional law community organizations".
