Abstract
Implementasi program Tahu Panas merupakan strategi dari pemerintah Kota Surabaya untuk menurunkan angka kemiskinan melalui perbaikan rumah tidak layak huni, tidak memiliki jamban dan kumuh yang masih ada di kota Surabaya setiap tahunnya. Pelaksanaan kebijakan ini diatur dalam Peraturan Walikota Surabaya no 41 Tahun 2015 tentang Rehabilitasi Sosial Daerah Kumuh di Kota Surabaya yang menargetkan 1000 rumah pada tahun 2018. Penelitian ini merupakan penelitian kualitatif bersifat deskriptif Pemerintah Kota Surabaya terutama Dinas Sosial dan lembaga swakelola masyarakat yaitu UPKM (Unit Pembinaan Keluarga Miskin) menerapkan kebijakan ini sesuai dengan Peraturan Daerah yang telah ditetapkan di Kota Surabaya. Fokus Penelitian ini menggunakan teori George C. Edward III yang terdapat empat variabel yaitu komunikasi, sumber daya, disposisi dan birokrasi. Jenis penelitian yang digunakan yaitu deskriptif kualitatif. Hasil dari penelitian ini sebagian telah berjalan baik di dalam pelaksanaannya. UPKM serta masyarakat sangat mendukung dengan adanya kebijakan ini. Komunikasi yang dilakukan antara Dinas dengan UPKM sudah baik dan penyampaian informasi kepada masyarakat. Namun pada pelaksanaannya masih terdapat permasalahan yaitu kurangnya sumber daya baik itu manusia, dan juga anggaran yang terbatas. Kemudian sosialisasi yang terbatas membuat beberapa masyarakat masih belum mengetahui secara detail tentang kebijakan Tahu Panas tersebut. Ada beberapa juga faktor penghambat salah satunya masyarakat yang meminta cepat selesai dalam perbaikan rumahnya serta keadaan cuaca yang menentukan penyelesaian sesuai target. Sehingga pelaksanaan kebijakan ini belum berjalan maksimal
English Abstract
The implementation of the Hot Tofu program is a strategy of the City of Surabaya government to reduce poverty through the improvement of uninhabitable homes, do not have latrines and slums that still exist in the city of Surabaya each year. The implementation of this policy is regulated in Surabaya Mayor Regulation No. 41 of 2015 concerning Slum Areas Social Rehabilitation in Surabaya City which targets 1000 houses by 2018. This research is a descriptive qualitative research of the Government of Surabaya City especially the Social Service and community self-management institutions namely UPKM (Development Unit Poor Family) implements this policy in accordance with Regional Regulations established in the City of Surabaya. The focus of this study uses the theory of George C. Edward III which there are four variables namely communication, resources, disposition and bureaucracy. The type of research used is descriptive qualitative. The results of this study have partly gone well in its implementation. UPKM and the community are very supportive of this policy. The communication between the Dinas and UPKM was good and the information was delivered to the public. But in its implementation there are still problems namely the lack of good human resources, and also a limited budget. Then the limited socialization made some people still do not know in detail about the Hot Tofu policy. There are also some inhibiting factors, one of which is the community's request to finish quickly in the repair of their houses and the weather conditions that determine the completion according to the target. So that the implementation of this policy has not run optimally
