Abstract
Pembangunan konstruksi untuk saat ini merupakan salah satu usaha untuk memenuhi kebutuhan manusia. Pada pekerjaan konstruksi kalau di lihat dari sumbernya ada yang berasal dari proyek pemerintah dan ada dari proyek swasta. Pada proyek pemerintah sangat berbeda jauh prosesnya dengan proyek swasta. Pada proyek pemerintah proses yang dilalui harus sesuai dengan regulasi konstruksi setiap tahapannya. Pada proyek pemerintah prosesnya mulai dari pengumuman proyek sampai dengan pemenang lelang. Pada saat pemenang lelang diputuskan, kontraktor akan melakukan tahapan awal pembangunan proyek sampai dengan proyek tersebut selesai. Tapi kenyataannya tidak sedikit juga yang mengalami gagal proyek dan sampai di putus kontraknya oleh pemerintah. Di kabupaten Lumajang pun demikian pada tahun 2014-2015 banyak proyek gagal dan mengalami putus kontrak. Kontraktor yang sudah di putus kontrak akan dimasukkan daftar black list oleh LPSE. Banyak sekali faktor yang menjadi penyebab putusnya suatu kontrak. Ada banyak pakar atau sumber yang membuat penelitian tentang faktor dari penyebab putus kontrak antara lain penyebab faktornya adalah tenaga kerja, meterial, keuangan, peralatan, Kinerja kontraktor, Kinerja owner, Faktor Eksternal, Faktor situasi. Faktor manajerial dll. Pada penelitian ini akan dilakukan analisis terhadap faktor dominan dan strategi dari penyebab putus kontrak yang ada di Kabupaten Lumajang. Strategi yang dimaksut diharapkan dapat memebrikan gambaran terkait solusi apa yang dapat meminimalkan terjadinya putus kontrak. Metode yang dipakai yakni analisis korelasi, analisis Importance Performance Analysis (IPA), dan analisis SWOT. Hasil pada penelitian menggunakan analisis korelasi menunjukan urutan Variabel dimulai dari yang paling berpengaruh signifikan adalah Kesulitan keuangan kontraktor, adanya Permasalahan dengan masyarakat sekitar lokasi, subkontraktor yang tidak kompeten, penggunakan teknologi kurang optimal. Selanjutnya dengan analisis SWOT diketahui Strategi yang dapat dilakukan adalah pembinaan dari pemerintah terhadap kontraktor,Sering di adakan pelatihan tentang pemilihan sub kontraktor yang kompeten, Perlunya diadakan seminar kontraktor terkait teknologi modern, Meningkatkan koordinasi owner-kontraktor
English Abstract
Construction is one of the efforts to meet human needs. Construction work may be government projects and private projects—both are different. Government projects must be in accordance with the regulations at each stage, starting project announcement to bidding. The contractor winning the bids will undertake the initial stages of project development until the project is completed. However, in fact, some projects also failed project and the government terminates contracts, as In Lumajang Regency from 2014 to 2015. Contractors whose contract has been terminated will be included in the black list by LPSE. Many factors lead to contract termination. Previous studies mention factors like materials, finance, equipment, contractor performance, owner performance, managerial factors as well as external factors and situation as the cause of contact termination. This study will analyze the dominant factors leading to contract termination in Lumajang as well as the strategy to overcome the problem. The methods used are correlation analysis, Importance Performance Analysis (IPA), and SWOT analysis. The results of research using correlation analysis shows the sequence of variables starting from the most significant influence is the financial difficulties contractors, the problems with the community around the location, the subcontractor is not competent, the use of technology is less than optimal. Furthermore, with SWOT analysis known Strategy that can be done is coaching from government to contractor, Often held training on election of competent sub contractor, The necessity of seminar of contractor related to modern technology, Increase owner-contractor coordination
