Abstract

Proyek pembangunan jalan tol dari Suai ke Beaço - Timor leste merupakan proyek jalan tol yang pertama kali di bangun di negara Timor Leste sejak setelah 19 tahun terpisah dari negara Republik Indonesia, jalan tol ini menghubungkan 4 wilayah di Timor Leste yaitu; wilayah barat selatan Suai - Município Covalima dengan wilayah tenggah selatan - Município Ainaro dengan Betano - Município Maun Fahe serta weilayah timur dengan Clacuc-Beaço - Município Viqueque. Tujuan dari pembangunan jalan tol ini direncanakan untuk memfasilitasi alat transportasi untuk pengangkutan pengelolaan sumber daya alam seperti minyak bumi dan gas yang akan di kelola di daerah Suai dan Beaço, Suai, Município Covalima dan Município Viqueque. Dalam pelaksanaan pembangunan jalan tol sering kali berdampak terhadap pelaksanaan, pembebasan lahan, biaya dan waktu pembangunannya, maka dengan demikian perlu dilakukan identifikasi risiko-risiko yang akan terjadi pada pelaksanaan pembangunan jalan tol tersebut terutama pada kategori risiko-risiko yang dominan seperti kategori risiko yang tidak dapat diterima dan kategori risiko yang tidak diharapkan, dengan risiko-risiko yang dominan tersebut dapat dilakukan dengan cara penanganan meminimalisir atau memitigasi risiko-risiko yang tejadi pada pembangunan jalan tol tersebut. Penelitian ini dilakukan dengan cara membagikan kuisioner dan cara wawancara dengan pihak yang terkait dengan proyek tersebut. Dari hasil penelitian dapat dianalisis, bahwa risiko yang teridentifikasi di lapangan sebanyak 30 risiko, dari 30 risiko tersebut terdiri dari 2 risiko dominan yaitu; risiko yang tidak dapat diterima berjumlah 13 risiko dengan persentase 32% dan risiko yang tidak diharapkan berjumlah 17 risiko dengan persentase risiko 43%. Berdasarkan hasil risiko-risiko tersebut diperlukan untuk meminimalisir atau mengurangi dampak negatif yang dapat dilakukan dengan cara mitigasi kepada pihak-pihak; seperti pemilik proyek, kontraktor dan konsultan.

English Abstract

The toll road construction project from Suai to Beaço - Timor Leste is a highway project that was first built in the country of Timor Leste after 19 years apart from the Republic of Indonesia, this highway connects 4 regions in Timor Leste namely; the south west region of Suai - Município Covalima with the southern region - Município Ainaro with Betano - Município Maun Fahe and the eastern region with Clacuc-Beaço - Município Viqueque. The purpose of the construction of this toll road is planned to facilitate transportation for transportation of natural resource management such as oil and gas that will be managed in the areas of Suai and Beaço, Suai, Município Covalima and Município Viqueque. In the implementation of highway construction it often has an impact on the implementation, land acquisition, cost and time of construction, thus it is necessary to identify the risks that will occur in the implementation of highway development, especially in the categories of dominant risks such as risk categories that are not acceptable and unexpected risk categories, with the dominant risks can be done by handling minimizing or mitigating the risks that occur in the construction of the highway. This research was conducted by distributing questionnaires and how to interview with parties related to the project. From the results of the study, it can be analyzed, that the risks identified in the field are 30 risks, of which 30 risks consist of 2 dominant risks, namely; unacceptable risks are 13 risks with a percentage of 32% and an unexpected risk of 17 risks with a risk percentage of 43%. Based on the results of these risks, it is necessary to minimize or reduce the negative impacts that can be done by means of mitigation to the parties; such as project owners, contractors and consultants.
