Abstract

Sungai Brantas di Kelurahan Dinoyo adalah salah satu sungai utama yang melintas di pemukiman warga. Namun, saat ini kualitasnya mengalami penurunan dan tidak layak dalam peruntukan air kelas II. Salah satunya disebabkan oleh adanya pencemaran limbah cair domestik akibat keberadaan pemukiman padat penduduk dan belum didukung dengan fasilitas pengolahan air limbah domestik yang layak, serta adanya alih fungsi lahan berpotensi menyebabkan pencemaran badan air. Sepanjang aliran Sungai Brantas di Kelurahan Dinoyo, badan air banyak menerima masukan polutan terutama dari limbah cair domestik yang bersifat menyebar (non point sources). Hal ini yang mempengaruhi kualitas air sungai dengan beban pencemar yang beda pada tiap parameternya. Hal tersebut yang melatar belakangi pelaksanaan penelitian ini. Tujuan dari penelitian ini adalah (1) untuk mengevaluasi dan menganalisa kualitas dan status mutu air Sungai Brantas di Kelurahan Dinoyo Kota Malang pada tahun 2017 hingga 2018, (2) untuk mengidentifikasi dan mengkaji kontribusi pemukiman di Kelurahan Dinoyo Kota Malang terhadap kualitas air Sungai Brantas, dan (3) untuk menyusun rekomendasi strategi pengendalian pencemaran air limbah domestik terhadap Sungai Brantas di Kelurahan Dinoyo Kota Malang yang tepat untuk dilakukan. Penelitian dilakukan dengan mengevaluasi kualitas air terhadap baku mutu air kelas II pada Peraturan Pemerintah No. 82 Tahun 2001 dan dianalisa status mutu airnya menggunakan Metode Indeks Pencemaran. Kontribusi beban pencemar limbah domestik dianalisa menggunakan Metode Estimasi (Peraturan Menteri Negara Lingkungan Hidup No. 01 Tahun 2010) serta dianalisis faktor yang mempengaruhinya berdasarkan hasil observasi lapang. Selanjutnya, disusun strategi pengendalian pencemaran air limbah domestik menggunakan analisis SWOT. Hasil penelitian menunjukan bahwa kualitas air Sungai Brantas di Kelurahan Dinoyo selama tahun 2017 – 2018 menunjukkan sebagian besar tidak memenuhi standar peruntukkan air kelas II pada parameter suhu, TSS, DO, BOD, COD, total fosfat, total ammonia, serta minyak dan lemak yang diperkirakan merupakan salah satu dampak adanya aliran limbah cair domestik. Sedangkan, pada parameter pH dan bakteri total koliform telah memenuhi standar baku mutunya. Kondisi tersebut menyebabkan kondisi badan air adalah relatif tercemar ringan dan hanya satu yang tercemar sedang. Kontribusi limbah cair domestik di pemukiman Kelurahan Dinoyo sebesar 539 kg BOD/hari dan 1032 kg COD/hari yang dipengaruhi oleh faktor emisi per penduduk, kepadatan populasi, dan luas wilayah. Faktor lain yang mempengaruhi adalah aktivitas penggunaan air oleh masyarakat, keberadaan teknologi pengolahan limbah, jenis penggunaan lahan di sekitar lokasi, dan adanya potensi sumber pencemar lain. Selain itu, kesadaran dan rasa memiliki masyarakat terhadap fasilitas pengolahan limbah masih kurang. Berdasarkan hasil analisis SWOT dihasilkan bahwa strategi pengendalian pencemaran yang direkomendasikan adalah strategi agresif dengan memanfaatkan kekuatan dan peluang yang dimiliki. Utamanya, untuk mendorong implementasi kebijakan yang ada dengan sebaik-baiknya.

English Abstract

The Brantas River in Dinoyo Urban Village is one of the main rivers that passes through residential areas. However, currently, its water quality has decreased and is not feasible in class II water utility. It is caused by the contamination of domestic wastewater due to the existence of densely populated settlements and has not been supported by proper domestic wastewater treatment facilities, and the land use conversion has the potency to cause water bodies pollution. Along the Brantas streamflow in Dinoyo Urban Village, the water bodies receive inputs of pollutants, mainly from domestic wastewater which is spread or diffused (non point sources). It affects the water quality with different pollutant loads on each parameter. Based on the description and urgency above, there is not much publication to this matter, so this research needs to be done. The objectives of this study are (1) to evaluate and analyze the water quality and status of Brantas River in Dinoyo Urban Village, Malang City from 2017 to 2018, (2) to identify and assess the settlement contribution in Dinoyo Urban Village, Malang City to the water quality of Brantas River, and (3) to formulate the recommendations of strategy to control domestic wastewater pollution at the Brantas River in Dinoyo Urban Village, Malang City. The study was conducted by evaluate the water quality based on class II water standards in Government Regulation Number 82 of 2001 and analyze the status of water quality based on Pollution Index Method. The contribution of domestic wastewater pollutants was analyzed by the Estimation Method and its factors were analyzed by field observations method. Furthermore, the strategy for controlling the pollution of domestic wastewater was analyzed by SWOT analysis. The results showed that the water quality of the Brantas River in Dinoyo Urban Village during 2017 until 2018 were exceed the class II water standards in parameters such as temperature, TSS, DO, BOD, COD, phosphate, ammonia, as well as oils and fats that were estimated as the effects of domestic wastewater flow. Meanwhile, in the parameters of pH and coliform total bacteria were in the quality standards. It caused the condition of the water body status to be relatively lightly polluted. Domestic wastewater contributions in Dinoyo Urban Village settlements was estimated to 539 kg BOD/ day and 1032 kg COD/day which were influenced by emission factors per individu, population density, and inventory area size. Other factors were the water use activities, the existence of wastewater treatment technology, the type of land use, and the existence of other potential pollutants sources. In addition, the awareness and sense of belonging of community towards the wastewater treatment facilities were low. Based on the results of the SWOT analysis, it showed that the recommendation of pollution control strategy was an aggressive strategy by combine the strengths and opportunities that were possessed. Mainly, to encourage the implementation of the available policies as well as possible.
