Abstract
Sampah merupakan hasil dari adanya kegiatan manusia, semakin banyak jumlah penduduk maka semakin banyak pula jumlah sampah yang dihasilkan. Salah satu yang menjadi permasalahan sistem pengelolaan persampahan adalah pengangkutan persampahan. Kota Maumere merupakan Ibu Kota dari Kabupaten Sikka dengan dengan beragam aktivitas masyarakat yang terpusat di sana. Hal ini berakibat bertambahnya jumlah volume sampah yang dihasilkan dan diangkut baik ke tempat penimbunan sementara (TPS) maupun ke tempat penimbunan akhir (TPA). Tujuan penelitian iniKondisi TPS di Kota Maumere memperlihatkan adanya permasalahan dalam sistem pengangkutan sampah. Pada beberapa TPS sering terlihat tumpukan sampah pada saat TPS harus berada dalam kondisi bebas sampah. Hal ini mengindikasikan bahwa tingkat keefektifitan sistem pengangkutan di TPS belum mencapai 100%, sehingga perlunya penelitian terkait Efektifitas Pengangkutan Sampah di TPS/Kontainer Kota Maumere dengan tujuan dalam penelitian ini adalah mengukur nilai efektifitas pengangkutan sampah di TPS/kontainer, menentukan rute tercepat pengangkutan sampah dari TPS/kontainer menuju TPA dan menghitung perbandingan besar biaya operasional kendaran terkait bahan bakar kendaraan dan emisi gas buang akibat adanya perubahan rute pengangkutan dan eksisting. Penelitian ini mengukur tingkat efektifitas sistem pengangkutan persampahan yang ada di Kota maumere berdasarkan Standart Nasional Indonesia tentang pengelolaan sampah di permukiman. Perbandingan kondisi eksisting yang ada dengan standar, menunjukan sistem pengangkutan belum berjalan secara efektif. Oleh karena itu, perbaikan sistem pengangkutan diusulkan yang meliputi lingkup pelayanan lokasi TPS dan pola pengangkutan. Rute pengangkutan ditentukan dengan Network Analyst sehingga didapatkan rute pengangkutan tercepat. Dengan adanya optimasi rute yaitu rute tercepat, maka dapat diketahui perbandingan jumlah emisi yang dihasilkan dalam kondisi eksisting maupun setelah adanya optimasi rute berdasarkan faktor emisi gas buang kendaraan, serta dapat diketahui konsumsi bahan bakar kendaraan maupun biaya operasional terkait bahan bakar kendaraan. Dari hasil penelitian diketahui sistem pengangkutan sampah yang ada belum sepenuhnya berjalan dengan baik terbukti beberapa wilayah belum sepenuhnya terlayani, sehingga perlu penambahan sarana persampahan untuk dapat melayani seluruh wilayah yang ada. Dengan adanya optimasi rute yang ada, jumlah emisi yang dihasilkan lebih sedikit serta kebutuhan bahan bakarnya dapat lebih hemat perharinya.
English Abstract
Waste is the residual of human activity, its increasing number in a region was due to population growth. One problem in waste management system was related with waste transportation. City of Maumere, which is the capital city of Sikka Regency was the center of various human activities. Therefore, it increase waste volume to be transported to temporary waste dump (TPS) and final waste dump (TPA). Condition of TPSs in Maumere showed several issues in its waste transportation system. In several TPS there was some waste heaps when it was supposed to be clear of any waste. This indicated that system effectiveness regarding transportation in TPS did not reach 100%. Waste transportation can be said effective if there were no longer waste in TPS after the last transport was due. So that the need for associated research the effectiveness of waste transportation in temporary waste dump (TPS) / container in Maumere city for the purpose in this research is measure value the effectiveness of waste transportation in temporary waste dump (TPS) / container , determine the fastest route disposal of TPS / container to TPA and calculate comparison lot of the cost operational craft related vehicle fuel and exhaust gas emissions because of the change of route in transportation and existing . This study measured system effectiveness of waste transportation in Maumere based on Indonesia National Standard regarding waste management in residential area. By comparing the current existing condition with the standard, showed that transportation system was not yet effective. Therefore, improvement in transportation system proposed would include service range in TPS location and transport pattern. Transport routes was determined using Network Analyst thus fastest transport route could be obtain. By the presence of optimize namely route serves on a regular route of the way with the quickest , so it can be seen difference in the number of means the emission in a condition of exsisting merchants as well as after the introduction of optimize on a regular route of based upon the vehicle gas emissions , as well as it can be seen consumption of fuel a vehicle as well as the operational costs of related to vehicle fuel . The research known waste transportation system there still go entirely with good as shown several areas not fully served, so it needs the addition of waste facilities to be able to cover all the region that is.With the optimize route that is, the number of emission produced less and needs of the fuel can is more efficient every day.
