Abstract
Tujuan dari penelitian ini adalah untuk mengetahui peranan Net Farm Income (NFI) dalam menentukan nasib petani tebu di Pabrik Gula Kebonagung. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus deskriptif. Data yang digunakan dalam penelitian ini diperoleh melalui wawancara dan dokumentasi. Hasil dari penelitian menunjukkan terdapat beberapa ketetapan dan kebijakan yang saat ini diberlakukan yang dirasa memberatkan petani tebu. Kebijakan dari pemerintah, yakni: (1) Kebijakan Harga Eceran Tertinggi dan (2) Kebijakan Impor Gula. Ketetapan dari Pabrik Gula Kebonagung, yakni: perhitungan dan penetapan rendemen tebu di Pabrik Gula Kebonagung yang dilakukan melalui rata-rata, serta berlangsungnya proses lelang yang kurang ideal. Adanya peningkatan ataupun penurunan jumlah nominal dalam NGP tidak secara langsung mencerminkan adanya peningkatan ataupun penurunan kesejahteraan petani. Nominal yang tercantum dalam NGP hanya memuat pendapatan bersih petani pada suatu periode, bukan kemampuan daya beli petani pada periode tersebut, sedangkan kesejahteraan petani tercermin dari kekuatan atas daya beli komoditas hasil usahatani dengan barang dan jasa yang dikonsumsi oleh petani.
English Abstract
The purpose of this study is to determine how Net Farm Income (NFI) determines the fate of sugarcane farmers in Kebonagung Sugar Factory. This study utilized qualitative research methods with the descriptive case study approach. The data in this study were obtained through interviews and documentation. The results of the study indicated that there are several provisions and policies that are currently considered as burdensome for sugarcane farmers. Government policies specifically include (1) Maximum Retail Price and (2) Sugar Import Policy. The provisions of the Kebonagung Sugar Factory specifically include the calculation and determining of sugarcane yields at the Kebonagung Sugar Factory, which are calculated with an average method and bidding process. The amount of NGP does not directly reflect farmer welfare. NGP only shows the net income of farmers, not their household expenditure. Farmer welfare is reflected by how well farm commodities fulfill the household expenditure of farmers.
