Abstract
Pemerintah Provinsi Bali mengatur dan mengontrol sejumlah pramuwisata di Bali menggunakan instrumen kebijakan publik berupa Peraturan Daerah Provinsi Bali Nomor 5 Tahun 2016 Tentang Pramuwisata. Kebijakan ini dikaitkan dengan fenomena potensi pariwisata Bali yang masih terganjal persoalan-persoalan mengenai pramuwisata. Maka, penelitian ini bertujuan untuk mendeskripsikan dan menganalisis: (1) implementasi kebijakan pramuwisata berdasarkan Peraturan Daerah Nomor 5 Tahun 2016 tentang Pramuwisata di Provinsi Bali; (2) hasil yang diperoleh dari pengimplementasian Peraturan Daerah Nomor 5 Tahun 2016 tentang Pramuwisata di Provinsi Bali; (3) faktor pendukung dan faktor penghambat dalam Implementasi Peraturan Daerah Nomor 5 Tahun 2016 tentang Pramuwisata di Provinsi Bali. Secara teoritis, penelitian ini dianalisis dengan teori implementasi kebijakan oleh Van Meter dan Van Horn. Penelitian ini menggunakan pendekatan kualitatif dengan analisis studi kasus Robert K.Yin. Wawasan data penelitian diperoleh melalui teknik wawancara semi terstruktur, observasi non partisipan, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa: (1) implementasi kebijakan pramuwisata berdasarkan Perda No. 5 Tahun 2016 belum berjalan optimal, karena kurangnya: (a) pemahaman standar kebijakan; (b) sumberdaya anggaran; (c) struktur birokrasi; (d) komunikasi antarorganisasi ;(e) disposisi pramuwisata; (f) tantangan lingkungan sosial dan politik. (2) Hasil dari pengimplementasian perda tersebut menunjukkan bahwa target jumlah penerbitan KTPP dan penegakkan hukum yang meningkat setiap tahunnya tidak dibarengi dengan kepatuhan pramuwisata dalam memandu wisatawan. (3) Faktor pendukung dalam implementasi perda tersebut: secara internal; masuknya pramuwisata dalam keanggotaan DPD HPI Bali, dan eksternal; karakter pemimpin yang berkuasa. Sedangkan faktor penghambat adalah secara internal; kurang maksimalnya manfaat kebijakan, kurangnya informasi kepada kelompok sasaran, kurangnya sanksi hukum pelanggaran perda dan eksternal; kurangnya penegakkan hukum terhadap Usaha Jasa Perjalanan Wisata yang ilegal. Pada penelitian ini telah dilengkapi dengan saran-saran yang dapat diterapkan oleh pihak-pihak terkait menuju tujuan implementasi kebijakan pramuwisata di Bali.
English Abstract
The Provincial Government of Bali has regulated and controlled a number of tourist guides in Bali Province using the instrument of public policy in the form of the Regional Regulation of Bali Province Number 5 of 2016 concerning Tourist Guide. This policy is associated with the phenomenon of Bali's tourism potential which is still hampered by problems regarding tourist guides. So, this study aims to describe and analyze: (1) implementation of tourist guide policy based on Regional Regulation Number 5 of 2016 concerning tourist guide in Bali Province; (2) results obtained from implementing Regional Regulation Number 5 of 2016 concerning tourist guide in Bali Province; (3) supporting factors and inhibiting factors in the implementation of Regional Regulation Number 5 of 2016 concerning tourist guide in Bali Province. Theoretically, this study was analyzed by the theory of policy implementation by Van Meter and Van Horn. This study uses a qualitative approach with a Robert K. Yin case study analysis. Insights into research data were obtained through semi-structured interview techniques, non-participant observation, and documentation studies. The results of the study show that: (1) the implementation of tourist guide policy based on Perda No. 5 of 2016 has not run optimally, due to lack of: (a) understanding of policy standards; (b) budget resources; (c) bureaucratic structure; (d) inter-organizational communication; (e) disposition of tourist guides; (f) challenges in the social and political environment. (2) The results of implementing the regulation indicate that the target for the number of KTPP issuance and law enforcement that increases every year is not accompanied by the compliance of tourist guides in guiding tourists. (3) Supporting factors in the implementation of the regulation: internal; the entry of tourist guides in the DPD HPI Bali membership, and external; the character of the leader. While the inhibiting factor is internal; the lack of maximum policy benefits, lack of information to the target group, lack of local and external violation legal sanctions; lack of law enforcement for illegal travel agent (UJPW). This study has been supplemented with suggestions that can be applied by related parties towards the goals of implemention of tourist guides policy in Bali Province.
