This study aims to describe how the implementation of the Joint Business Group (KUBE) Program in Yogyakarta City is. This study empirically investigated the implementation of the KUBE program using the Van Meter and Van Horn theory through a qualitative approach. The findings of this paper indicate that the implementation of the KUBE program in Yogyakarta City with its resources involves other parties outside the government. However, there were no significant results in reducing the poverty rate in the city of Yogyakarta, although statistically, the poverty rate in Yogyakarta experienced a decline. In addition, there are several obstacles that affect the implementation of the KUBE program in the city of Yogyakarta. Furthermore, based on the results, this study shows that the government needs to improve the KUBE program planning process, institutionalize the "tri sustainable" concept, and create proper reward and punishment. This is to optimize the implementation of the KUBE program for the following year. In short, despite having important contributions to academics and practitioners, this study produced limited results because the authors only conducted one study within the local government, namely the City of Yogyakarta. Therefore, it is highly recommended for further studies to conduct a kind of multicase study in a wider scope.
