Abstract
Desa Tambakrejo memiliki potensi perikanan laut cukup besar yaitu sekitar 80 ribu ton. Sedangkan hasil tangkapan nelayan tiap tahunnya menghasilkan 6062,3 ton. Dengan adanya potensi perikanan yang tinggi tidak mampu menjamin tingkat kesejahteraan yang tinggi pula. Jumlah penduduk miskin di tingkat desa yang berada di Desa Tambakrejo mencapai 680 kepala keluarga dari total 2.241 kepala keluarga atau sekitar 30% dari jumlah kepala keluarga yang berada di Desa Tambakrejo. Beberapa upaya telah dilakukan oleh Pemerintah Kabupaten Malang untuk meningkatkan perekonomian (pendpatan) nelayan di Desa Tambakrejo. Beberapa upaya yang telah dilakukan, namun bantuan tersebut memang belum secara signifikan bisa meningkatkan pendapatan atau hasil tangkapan para nelayan. Penilitian ini bertujuan untuk mengetahui struktur modal sosial nelayan dan mengetahui pengaruh modal sosial terhadap kemiskinan. Penilitian menggunakan analisis Structural Equation Modelling (SEM) untuk mengetahui struktur modal sosial nelayan dan pengaruh modal sosial terhadap kemiskinan nelayan. Modal sosial nelayan di Desa Tambakrejo diukur melalui tiga variabel yaitu kepercayaan, jaringan sosial dan norma sosial. Pada variabel kepercayaan secara rata-rata berada pada kategori 4. Dari keempat indikator kepercayaan, kepercayaan terhadap nelayan luar/asing (X12) memiliki nilai yang paling tinggi dengan nilai loading factor 0,85 atau 85 %. Pada variabel jaringan sosial secara rata-rata berada pada kategori 3 dan 4. Dari keempat indikator jaringan sosial, partisipasi dalam kegiatan untuk kepentingan umum (X24) memiliki nilai yang paling tinggi dengan nilai loading factor 0,86 atau 86%. Pada variabel norma sosial secara rata-rata berada pada kategori 3 dan 4. Dari keempat indikator norma sosial, terlibat dalam kegiatan bersama untuk membantu yang kena musibah (X34) memiliki nilai yang paling tinggi dengan nilai loading factor 0,84 atau 84%. 2. Modal sosial berpengaruh terhadap kemiskinan nelayan di Desa Tambakrejo didapatkan melalui analisis Strucutural Equation Modelling (SEM). Pada model ini variabel jaringan sosial yang menjadi pengaruh langsung terhadap tingkat kesejahteraan nelayan, sedangkan variabel kepercayaan mempengaruhi variabel norma dan variabel jaringan sosial dan variabel norma mempengaruhi variabel jaringan sosial. Nilai loading factor variabel jaringan sosial (X2) terhadap tingkat kesejahteraan (Y) yaitu sebesar 0,04 atau 4 %. Nilai loading factor tersebut kurang dari 0,5, sehingga menunjukan bahwa jaringan sosial (X2) memiliki pengaruh yang sangat kecil terhadap tingkat kesejahteraan (Y). Namun, modal sosial yang dimiliki oleh nelayan di Desa Tambakrejo memiliki potensi yang tinggi, terutama pada variabel jaringan sosial. Hal ini sudah dibuktikan sesuai degan kondisi di lapangan dimana para nelayan sudah mengimplementasikan modal sosial.
English Abstract
Tambakrejo Village has a large enough marine fishery potential of around 80 thousand tons. While the catch of fishermen every year produces 6,062.3 tons. With high fishery potential, it cannot guarantee a high level of welfare. The number of poor people at the village level in Tambakrejo Village reached 680 households out of a total of 2,241 households or around 30% of the total households in Tambakrejo Village. Several attempts have been made by the Government of Malang Regency to improve the economy (income) of fishermen in Tambakrejo Village. Several attempts have been made, but this assistance has not significantly increased the income or catch of fishermen. This study aims to determine the social capital structure of fishermen and determine the effect of social capital on poverty. This study uses Structural Equation Modelling (SEM) analysis to determine the structure of fishermen's social capital and the effect of social capital on fishermen poverty. The social capital of fishermen in Tambakrejo Village is measured through three variables, namely trust, social networking and social norms. The average confidence variable is in category 4. Of the four trust indicators, confidence in foreign / foreign fishermen (X12) has the highest value with a loading factor of 0.85 or 85%. On social networking variables, the average is in categories 3 and 4. Of the four social networking indicators, participation in activities for the public interest (X24) has the highest value with a loading factor of 0.86 or 86%. On social norm variables, the average is in categories 3 and 4. Of the four indicators of social norms, engaging in joint activities to help those affected by disaster (X34) has the highest value with a loading factor of 0.84 or 84%. 2. Social capital affects the poverty of fishermen in Tambakrejo Village obtained through Structural Equation Modelling (SEM) analysis. In this model the social network variable directly influences the welfare level of fishermen, while the trust variable influences the norm variable and the social network variable and the norm variable influences the social network variable. The value of loading factor of social network variables (X2) to the level of welfare (Y) is 0.04 or 4%. The loading factor value is less than 0.5, so it shows that social networking (X2) has very little influence on the level of welfare (Y). However, social capital owned by fishermen in Tambakrejo Village has high potential, especially on social network variables. This has been proven in accordance with the conditions on the ground where fishermen have applied social capital.
