Abstract
Tim Gubernur untuk Percepatan Pembangunan (TGUPP) merupakan Tim yang langsung berada di bawah Gubernur DKI Jakarta. TGUPP dibentuk oleh masa kepemimpinan Gubernur Joko Widodo yang pada saat itu mengeluarkan Peraturan Gubernur nomor 83 tahun 2013 tentang TGUPP yang ditandatangani pada 12 Agustus 2013. Tindak lanjut Pergub tersebut, Gubernur mengangkat beberapa mantan birokrat DKI Jakarta untuk mengisi keanggotaan TGUP2 melalui Surat Keputusan (SK) Gubernur Nomor 201 Tahun 2014 yang ditetapkan pada 11 Febuari 2014 dan dilantik pada Rabu, 12 Februari 2014. TGUPP dibentuk Gubernur bukanlah lembaga struktural yang membawahi Satuan Kerja Perangkat Daerah (SKPD) dan Unit Kerja Perangkat Daerah (UKPD) seperti Dinas, Badan, maupun Lembaga Teknis Daerah, namun komposisi personalia TGUPP berasal dari mantan-mantan birokrat yang masih menjadi PNS aktif. Tujuan dari penelitian ini yaitu untuk mengetahui bagaimana tata kelola dalam TGUPP yang sudah dibentuk dalam beberapa tahun ini. Fokus penelitian terbagi menjadi tiga berdasarkan turunan dari Pendekatan Institusionalisme Lama, yakni Landasan Hukum, Hubungan dengan Birokrasi, dan Hasil Kerja dari TGUPP. Hasil penelitian ini secara singkat yaitu TGUPP yang merupakan tim Gubernur ini mempunyai beberapa landasan hukum yang mengatur tentang TGUPP tersebut. Relasinya dengan SKPD lain, yaitu menjembatani antara SKPD dengan Gubernur ketika SKPD mengalami kemandetan dalam bekerja. Untuk hasil kerja ataupun output dari TGUPP sendiri, memang tidak dirasakan langsung oleh publik atau masyarakat, sebab output yang dihasilkan oleh TGUPP merupakan hasil kerja yang telah dilakukan langsung oleh Gubernur
English Abstract
The Governor Team for the Acceleration of Development (TGUPP) is a team that is directly under the Governor of DKI Jakarta. The TGUPP was formed by the leadership of Governor Joko Widodo who at that time issued Governor Regulation number 83 of 2013 concerning TGUPP which was signed on 12 August 2013. Following the Governor's Regulation, the Governor appointed a number of former DKI Jakarta bureaucrats to fill TGUP2 membership through Governor's Decree Number 201 Year 2014 which was set on February 11, 2014 and was inaugurated on Wednesday, February 12, 2014. The TGUPP formed by the Governor is not a structural institution that oversees the Regional Apparatus Work Unit (SKPD) and Regional Apparatus Work Unit (UKPD) such as the Office, Agency, or Regional Technical Institution, but the TGUPP personnel composition comes from ex-bureaucrats who are still active civil servants. The purpose of this study is to find out how governance in TGUPP has been established in recent years. The focus of the study is divided into three based on the derivation of the Old Institutionalism Approach, namely Legal Foundation, Relationship with Bureaucracy, and Work Results of TGUPP. The results of this study briefly namely TGUPP which is a team of Governors has several legal foundations governing the TGUPP. The correlation is with other SKPD, which is to bridge between SKPD and the Governor when SKPD experiences stagnation in working. For the work or output of TGUPP itself, it is not felt directly by the public or the community, because the output produced by TGUPP is the work that has been done directly by the Governor.
