Abstract
Penelitian ini menggambarkan praktik Collaborative Governance Dalam Pengelolaan Destinasi Desa Adat di Desa Lingga Kecamatan Simpang Empat Kabupaten Karo. Tujuan dilakukkannya penelitian tersebut adalah untuk mengetahui bagaimana proses Collaborative Governance beserta faktor pendukung dan penghambat dalam pengelolaan destinasi wisata adat Desa Lingga. Penelitian ini menggunakan metode kualitatif deskriptif.Penelitian ini menggunakan teori Collaborative Governance Ansel and Gash. Hasil penelitian ini menunjukkan bahwa proses Collaborative Governance di Desa Lingga telah memenuhi kriteria yang telah disebutkan oleh Anseland Gash, di mana terdapat forum yang dibawah naungan oleh lembaga publik yaitu pemerintah Kabupaten Karo dan Desa Lingga, dimana terdapat peserta yang tergolong dalam aktor non negara sekaligus yang memprakasai kegiatan ialah WMF, BWS, serta masyarakat Desa Lingga yang ikut andil dalam program restorasi budaya. Dalam prosesnya justru memiliki kecenderunganyang tidak berhasil. Hal itu disebabkan oleh lima indikator dalam menganalisis proses Collaborative Governance yang tidak dapat mencari alternatif jalan keluar ketika ketidakseimbangan kekuasaan serta riwayat antagonis dan kerjasama terjadi, insentif untuk berpartisipasi yang minim, serta tidak menciptakan kepemimpinan yang fasilitatif dari setiap aktor yang terlibat. Adapaun faktor penghambat lainnya ialah bagaimana pengaturan masalah, pengaturan arah dan tahap implementasi yang matang sehingga proses tersebut tidak mencapai hasil maksimum dari idealnya Collaborative Governance. Dalam penelitian ini menunjukkan, tahapan Collaborative yang buruk dikarenakan tidak dapat menjangkau substansi manfaat dari proses tersebut.
English Abstract
This study illustrates the practice of Collaborative Governance in the Management of Customary Village Destinations in Lingga Village, Simpang Empat District, Karo District. The purpose of the research is to find out how the Collaborative Governance process along with supporting and inhibiting factors in the management of the Lingga Village traditional tourism destinations. This research uses descriptive qualitative method. This research uses Ansel's and Gash Collaborative Governance theory. The results of this study indicate that the Collaborative Governance process in Lingga Village has fulfilled the criteria mentioned by Ansel and Gash, where there is a forum under the auspices of public institutions, namely the Karo Regency and Lingga Villages, where there are participants belonging to non-state actors as well the initiators of the activity were WMF, BWS, and the Lingga Village community who took part in the cultural restoration program. In the process it has a tendency that does not work. This is caused by five indicators in analyzing the Collaborative Governance process that cannot find an alternative way out when an imbalance of power and antagonistic history and cooperation occur, incentives to participate are minimal, and do not create facilitative leadership from every actor involved. The other inhibiting factors are how the problem is managed, the direction and the implementation phase are mature so that the process does not achieve the maximum results from ideally Collaborative Governance. In this study shows, the Collaborative stage is bad because it cannot reach the substance of the benefits of the process.
