Abstract

Uzbekistan sebagai salah satu dari sepuluh negara terbesar penghasil kapas ternyata terdapat praktik forced labour di sektor tersebut termasuk child labour. Keberadaan forced labour tersebut menjadikan Uzbekistan menempati posisi kedua dalam global slavery index 2014. Menariknya, forced labour di Uzbekistan ternyata langsung dilakukan oleh negara melalui hierarki-hierarki kepemerintahannya. Hal ini kemudian menimbulkan banyak respon internasional dari berbagai pihak termasuk ILO terlebih organisasi ini memiliki upaya mewujudkan keadilan sosial bagi para buruh. Maka tentu ILO berupaya mengatasi masalah di Uzbekistan melalui berbagai macam peran. Penelitian ini bersifat kualitatif dengan menggunakan data sekunder sebagai sumbernya dan dilengkapi dengan konsep organisasi internasional sebagai kerangkanya serta dengan cara penulisan deskriptif. Menurut Clive Archer, peran sebuah organisasi internasional ada tiga yaitu sebagai instrumen, sebagai arena dan sebagai aktor. Hasil penelitian ini menunjukkan bahwa ILO dalam mengatasi permasalahan forced labour di Uzbekistan tahun 2014 – 2016 memiliki peran sebagai arena dan aktor, tetapi tidak sebagai instrumen. ILO berperan sebagai arena diwujudkan melalui International Labour Conference yang diadakan setiap tahun dengan menggandeng ITUC dan IOE sebagai partner kerjasama. Lalu, ILO berperan sebagai aktor diwujudkan melalui aktivitas third party monitoring di Uzbekistan, dan mengadakan pertemuan dan pelatihan dalam kerangka Decent Work Country Programme yang bertujuan membangunkan kesadaran masyarakat dan kapabilitas pemerintah. Namun, ILO tidak berperan sebagai instrumen. Hal ini dikarenakan praktik forced labour di Uzbekistan langsung disponsori oleh negara. Artinya, jika ILO digunakan sebagai instrumen, hal tersebut tentu akan bertentangan dengan niat dan tujuan pemerintah dalam memotori praktik forced labour.

English Abstract

Uzbekistan as one of the ten largest cotton producing countries turns out there are forced labour practices in the sector including child labour. The existence of forced labour makes Uzbekistan occupy the second position in the 2014 Global Slavery Index. Interestingly, forced labour in Uzbekistan turns out to be directly carried out by the state through its governance hierarchies. This then gave rise to many international responses from various parties including the ILO especially this organization has an effort to realize social justice for workers. So of course the ILO seeks to overcome the problem in Uzbekistan through a variety of roles. This research is qualitative by using secondary data as its source and is complemented by the concept of international organizations as a framework as well as by descriptive writing. According to Clive Archer, there are three roles for an international organization, namely as an instrument, as an arena and as an actor. The results of this study indicate that the ILO in overcoming the problem of forced labour in Uzbekistan in 2014 - 2016 has a role as an arena and an actor, but not as an instrument. The ILO's role as an arena is realized through the International Labour Conference which is held every year by collaborating with ITUC and IOE as collaborative partners. Then, the ILO's role as an actor was realized through third party monitoring activities in Uzbekistan, and held meetings and training within the framework of the Decent Work Country Program aimed at raising public awareness and government capabilities. However, the ILO does not play an instrument. This is because the forced labour practice in Uzbekistan is directly sponsored by the state. That is, if the ILO is used as an instrument, it will certainly conflict with the intentions and goals of the government in driving the practice of forced labour
