Abstract
Al-Shabaab adalah sebuah organisasi kumpulan pemuda Islam radikal yang merupakan turunan dari Persatuan Pengadilan Islam atau Islamic Courts Union di Somalia. Sejumlah serangan bersenjata di Uganda dan Kenya telah diklaim oleh kelompok militan Al-Shabaab sebagai bagian dari aksi kejahatan nya. Melakukan debutnya pada tahun 2006, Al-Shabaab mendeklarasikan diri sebagai kelompok militan dengan melakukan serangan terhadap faksi klan lain di Kota Mogadishu. Sejak periode itu, Al-Shabaab selalu bertindak secara otonom dan mengembangkan dirinya menjadi kelompok militan yang lebih terorganisir, memiliki dukungan keuangan dan ambisi politik untuk mendirikan negara Somalia dengan sistem pemerintahan berlandaskan hukum Islam. Terhitung tahun 2008 hingga 2014 aktivitas terorisme oleh Al-Shabaab mengalami peningkatan dan mengalami penurunan pada tahun setelahnya. Penelitian ini bertujuan untuk menganalisa faktor-faktor yang mempengaruhi aktivitas terorisme Al-Shabaab tahun 2008 hingga tahun 2014. Dalam menganalisa fenomena tersebut, penulis menggunakan Model of Anticipation yang terdiri dari dua model besar: model of condition dan model of operation milik Phil Williams dan Roy Godson. Aktivitas kejahatan terorganisir oleh Al-Shabaab dapat dianalisa melalui kondisi-kondisi yang mendasarinya serta melalui metode operasi yang digunakan kelompok. Hipotesis yang terbangun adalah aktivitas terorisme Al-Shabaab dipengaruhi oleh kondisi politik, ekonomi, dan sosial. Selain itu, melalui metode operasi kelompok yang juga bertindak sebagai kelompok kejahatan transnasional juga berpengaruh terhadap aktivitas terorisme Al-Shabaab. Kemudian penelitian ini akan diakhiri dengan kesimpulan yang bertolak belakang ataupun selaras dengan hipotesis melalui tahap penyelusuran dan analisis data.
English Abstract
Al-Shabaab is an organization of radical Islamic youth groups that are an off-shoot of the Islamic Courts Union in Somalia. A number of armed attacks in Uganda and Kenya have been claimed responsibility by the Al-Shabaab militant group as part of its crime. Making its debut in 2006, Al-Shabaab declared itself a militant group by carrying out attacks on other clan factions in Somalia’s Capital, Mogadishu. Since then, Al-Shabaab has always acted autonomously and developed itself into a more organized militant group, having financial support and political ambitions to establish a Somali state with a government system based on Islamic law. As of 2008 to 2014 terrorist activity by Al-Shabaab has increased and decreased in the years thereafter. This study aims to analyze the factors that influence Al-Shabaab terrorism activities from 2008 to 2014. In order to analyze this phenomenon, author uses the Model of Anticipation which consists of two major models: (1) the model of condition and the (2) model of operation written by Phil Williams and Roy Godson. Organized crime activities by Al-Shabaab can be analyzed through the underlying conditions as well as through the operating methods used by the group. The hypothesis that is built is that Al-Shabaab terrorism activities are influenced by political, economic and social conditions. In addition, through the method of group operations which also acts as a transnational organized crime also affects Al-Shabaab terrorism activities. Then this research will end with conclusions which able to be contradictory or in line with the hypothesis through the stage of data exploration and analysis.
