Abstract

Latar belakang penelitian, Kemenhub RI nomor KP 692-2015 Alokasi Bantuan BRT diberbagai daerah termasuk Kota Mataram dan Provinsi NTB menerima 25 unit BRT. Distribusi BRT merupakan program UU No 22 tahun 2009 tentang Lalu Lintas & Angkutan Jalan yang mengamanahkan setiap daerah memiliki angkutan massal. Interpretasi Program BRT mencoba membantu permasalahan Kota Mataram dalam pelayanan transportasi angkutan kota di Mataram yang rendah, angkutan kota kurang diminati, dan tingginya prosentasi kendaraan pribadi. Penelitian melihat aspek implementasinya kebijakan System Bus Rapid Transit (BRT) di Kota Mataram?; faktor-faktor apa saja yang mempengaruhi dalam proses implementasi kebijakan BRT di Kota Mataram. Tujuan penelitian ini: mengetahui tentang Implementasi Kebijakan System Bus Rapid Transit (BRT) di Kota Mataram; Untuk mendeskripsikan dan menganalisis seberapa besar derajat keberhasilan Implementasi Kebijakan System Bus Rapid Transit (BRT) di Kota Mataram; Untuk mendeskripsikan dan menganalisis faktor-faktor yang mempengaruhi Implementasi Kebijakan System Bus Rapid Transit (BRT) di Kota Mataram baik faktor pendukung maupun faktor penghambat. Metode penelitian adalah metode diskriptif dengan pendekatan Kualitatif. Teknik pengumpulan data yakni wawancara, observasi, dan studi dokumen serta menggunakan analisa data kualitatif model interaktif (Miles, Hubernas & Saldana, 2014). Temuan lapangan, implementasi BRT di Kota Mataram belum berhasil karena beberapa hambatan, panjangnya rantai komunikasi melalui sosialisasi serta minim dan belum tersentuh ke kelompok sasaran. Ketersedian anggaran anggaran minim, dan komitmen implementor rendah serta jenjang hirarki terlalu panjang dan pola hubungan implementor terbatas. Dari berbagai aspek implementasi kebijakan system bus rapid transit (BRT) yang terjadi, bila dianalisa berdasarkan teori George Edwards III bahwa posisi kota Mataram dalam proses implementasi BRT belum berhasil secara optimal. Faktor yang mempengaruhi implementasi BRT di Kota Mataram antara lain: 1). Faktor-faktor yang mendukung; a). Sarana dan prasarana pendukung dalam implementasi operasional BRT Mataram, b). Feeder (Pengumpan Penumpang) di Kota Mataram. 2). Sedangkan faktor penghambat implementasi kebijakan BRT Mataram adalah a. Minimnya sosialisasi, b. Kurangnya koordinasi multiaktor/ organisasi terkait, c. Minat kelompok sasaran

English Abstract

Research backgroud, the ministerial decree 692-2015 of Ministry of Transportation of the Republic of Indonesia regarding the Allocation of BRT of BRT Assistance have granted Mataram city that 25 BRT. The BRT is a program of Law 22 of 2009 regarding Road Traffic & Transportation; the program mandates every region have mass transportations. The BRT program seeks to help Mataram city, because the city transports service is low and they are less attractive; in addition, the number of private vehicles is high. research aspects, namely the implementation of the Bus Rapid Transit (BRT) policy in Mataram City ?; what factors influence the process of implementing BRT policies in Mataram City. The purpose of this study: to find out about the Implementation of the System Bus Rapid Transit (BRT) Policy in Mataram City; To describe and analyze the degree of success of the Implementation of the System Bus Rapid Transit (BRT) Policy in Mataram City; To describe and analyze the factors that influence the Implementation of the System Bus Rapid Transit (BRT) Policy in Mataram City, both supporting factors and inhibiting factors. The research method is a descriptive method with a qualitative approach. Data collection techniques are interview, observation, and document study and use qualitative data analysis of interactive models (Miles, Hubernas & Saldana, 2014 Field findings, the implementation of BRT in the city of Mataram has not been successful because of several obstacles, the length of the communication chain through socialization and minimal and untouched target groups. Availability of budget budgets is minimal, and commitment of implementor is low and hierarchy is too long and the relation pattern of implementor is limited. From various aspects of the implementation of the bus rapid transit (BRT) system policy that occurred, if analyzed based on George Edwards III's theory that the position of the city of Mataram in the process of implementing BRT had not been optimally successful. Factors influencing the implementation of BRT in Mataram City include: 1). Supporting factors; a). Supporting facilities and infrastructure in the implementation of the BRT Mataram operation, b). Feeder in the City of Mataram. 2). While the inhibiting factors for the implementation of the Mataram BRT policy are a. Lack of socialization, b. Lack of multi-factor / organization-related coordination, c. Interest in the target group.
