Abstract
Penelitian ini bertujuan untuk menguji dan memberikan bukti empiris pengaruh dukungan manajemen senior, penyelarasan strategi TI, konsolidasi struktur TI, konsolidasi dan strandarisasi infrastruktur TI, pelatihan dan pembekalan TI, pengukuran kinerja terhadap kinerja tata kelola TI, dan untuk memberikan bukti empiris pengaruh kinerja tata kelola TI terhadap transparansi Pemerintah Daerah Provinsi Kalimantan Selatan. Penelitian ini menggunakan metode survei yang dilakukan pada Organisasi Perangkat Daerah Provinsi Kalimantan Selatan. Sampel dalam penelitian ini sebanyak 152 responden dengan menggunakan convenience sampling sebagai teknik penyampelan. Jenis data yang digunakan dalam penelitian ini adalah data primer. Data yang diperoleh pada penelitian ini diolah dengan menggunakan alat analisis Partial Least Squares. Terdapat dua model yang diuji dalam penelitian ini, model pertama untuk menguji determinasi efektifitas kinerja tata kelola TI dan model kedua untuk menguji kinerja tata kelola TI terhadap trasparansi pemerintah daerah. Hasil pengujian pertama memberikan bukti empiris bahwa dukungan manajemen senior, penyelarasan strategi TI, pelatihan dan pembekalan TI, serta pengukuran kinerja berpengaruh positif signifikan terhadap efektifitas kinerja tata kelola TI. Lebih lanjut, penelitian ini membuktikan bahwa konsolidasi sturktur TI serta konsolidasi dan standarisasi infrastruktur TI tidak berpengaruh terhadap kinerja tata kelola TI. Pengujian hipotesis model kedua menghasilkan temuan bahwa kinerja tata kelola TI dan memberikan pengaruh positif signifikan terhadap transparansi Pemerintah Provinsi Kalimantan Selatan.
English Abstract
The objective of this study is to assess and provide empirical evidences regarding the influence of senior management support, IT strategy alignment, IT structure consolidation, IT infrastructure consolidation and standardization, IT trainings, IT governance performance measurement. In addition, this study also provides empirical evidences regarding the influence of IT governance performance on transparency in the provincial government of South Kalimantan. This study uses primary data collected from a survey to 152 respondents, selected using convenience sampling, from the Regional Working Unit of South Kalimantan. The data was then analyzed using Partial Least Squares. There two models being assessed in this study. The first model was used to determine the effectiveness of IT governance performance, and the second model was used to assess the influence of IT governance performance on local government’s transparency. The result of the first assessment empirically proves that senior management support, IT strategy alignment, IT trainings, and performance measurement positively and significantly influence the effectiveness of IT governance performance. Furthermore, this study proves that IT structure consolidation and IT infrastructure consolidation and standardization do not influence IT governance performance. The hypothesis testing of the second model finds that IT governance performance has a positive and significant influence on the transparency of the provincial government of South Kalimantan.
